About the Role
Our client, a leading nuclear engineering and science organization, is seeking an experienced Senior Business Analyst - Planner Scheduler to join their team. In this role, you will be responsible for organizing, developing, analyzing, and maintaining project controls, financial analysis, and estimating applications used to monitor project objectives and prepare status and management reports that identify variances in execution strategy and recommend solutions. You will help management maintain cost and schedule control throughout the full life cycle of complex projects.
Working under limited supervision, you will perform moderately complex Planning & Scheduling activities supporting program and project teams across all project phases.

Key Responsibilities
- Develop, analyze, implement, and maintain complex divisional or project logic-driven, integrated, resource-loaded schedules across short, mid-, and long-range planning horizons.
- Formulate and define schedule logic to ensure baseline milestones and award fee objectives are met.
- Analyze schedule performance for progress and trends; recommend corrective actions to remove or mitigate potential problems or constraints.
- Review established planning technology and methodology; recommend improvements to maximize utilization of department schedules and resources.
- Develop project milestone schedules to establish optimum conditions and effective use of resources; assist in establishing project milestones and obtain management concurrence as needed.
- Analyze schedule baseline variances and make recommendations to management for corrective action.
- Provide supervision and guidance to others in planning and scheduling activities, including oversight of critical planning functions.
- Maintain regular interface with all levels of management.
- Lead schedule review meetings and take a primary role in the scheduling portion of division, department, or project "Plan of the Day" (POD) meetings.
- Develop and maintain Primavera P6 schedules, including resource loading analysis.
- Create and maintain high-level integrated Roadmap/Presentation schedules in Milestones Professional, driven directly by P6, for use in meetings with integrated teams and key stakeholders.
- Manage a weekly integrated scheduling process for common reporting across multiple project programs.
- Serve as Change Control Administrator, including management and oversight of the change control process.
- May assume a lead planning/scheduling role for a single large project, facility, or department/program.
Education & Experience (one of the following):
- Master's degree in business, construction management, technical, engineering, or a related field + 2 years of practical experience
- Bachelor's degree in a related field + 5 years of practical experience
- Associate degree + 8 years of practical experience
- High school diploma + 12 years of relevant experience
- Minimum 5 years supporting commercial or federal science/nuclear engineering, or other relevant task programs/projects
- Strong personal computer skills
- Considerable proficiency with automated accounting, budgeting, cost management, and estimating systems
- Working knowledge of project management and cost/schedule control at the tactical level, along with knowledge of operations, maintenance, or project startup and construction
- Demonstrated skill in conceptual estimating, coordination with technical personnel, interfacing with engineers, and knowledge of field construction techniques, labor, and equipment requirements
- Ability to apply concepts and methods to quantify the cost impact of work condition changes
- Ability to comprehensively analyze schedule variance
- Understanding of baseline schedule development and change control processes
- Data mining, analysis, and modeling techniques
- Expertise in Milestones Professional, Excel, and Primavera P6
- Strong problem-solving, analytical, and interpersonal skills, along with strong oral and written communication skills
- Must be able to obtain and maintain a DOE "Q" security clearance (an active clearance is not required to start; candidates will be notified when to apply based on assignment)
- Subcontractor personnel must have an active eFOCI registration and an approved Facility Level Clearance with DOE
- Active or recent (within the past 2 years) DOE clearance (L or Q)
- Certification in Primavera P6
