Job Description
Position Title: Senior Acquisition Advisor L4Location: Kirtland AFB, NM, 87117
Job Summary:
Tutulu LLC is looking for an enthusiastic, well-qualified individual to fill the Space Rapid Capabilities Office (SpRCO) Senior Acquisitions Advisor L4 position and to join our team of qualified, diverse individuals.
The ideal candidate will possess deep technical knowledge of federal acquisitions, possess a strong understanding of the legal and regulatory frameworks governing space operations and procurement, and have extensive experience in the acquisition of classified space systems.
The top candidate shall provide Senior-level acquisition and contracting advice and support to the Director of Contracting and the Program Executive Officer (PEO), as required. This executive level support shall help determine and formulate decisions on policies to provide overall direction of the organization within the guidelines established by the Board of Directors and Department of Defense acquisition policies.
This support shall also ensure timely and efficient conduct of acquisition and contracting activities leading to contract award. Tasks may include providing advice in planning or coordinating acquisition activities at the highest levels of management with the help of the contracting officers and program managers. Advising on developing local policies and procedures for a wide range of acquisition and contracting actions; advising on/assisting with pre-award contracting functions; and supporting ad hoc requests such as tracking and reporting procurement policies at all levels, researching regulations and case law regarding bid protests, and supporting special projects established by the Director of Contracting.
Skills/Experience Required:
• Active Top Secret clearance with SCI Eligibility
• 12-15 Years of Space Operations or Space Acquisition experience
• 15+ years of relevant DOD experience with no less than 5 years' experience in a SAP and/or SCI environment.
• May be required to consent to and successfully complete a Government Counterintelligence Scope Polygraph
• Advise senior leadership on acquisition policy and acquisition strategies, to include acquisition pathways (FAR contracts, OTs, SBIR/STTR, etc.), and risk mitigation strategies related to space systems procurements
• Advise on legal issues and policy, provide expert guidance to contracting officers, program managers, and legal counsel on legal and regulatory issues related to the rapid acquisition of space systems, from program inception to contract award
• Provide acquisition support, collaborate with contracting officers, program managers, and legal counsel to ensure the development of acquisition strategies and creation of defensible documentation in a rapid acquisition environment
• Experience in the acquisition of space systems, experience with classified acquisitions preferred
• Experience interpreting and applying FAR, DFARS, and DAFFARS procurement regulations
• Experience conducting research regarding bid protests
• Exceptional writing, communication, leadership, and stakeholder management skills
Education/Certifications
• Master's degree in Federal Acquisition and Contract Management, or related field, or J.D.

Security Clearance
Must be a U.S. Citizen. A high-level Department of Defense active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.
Physical Requirements
Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
May be required to drive a government vehicle as needed.
