Job Description
Program Manager — Enterprise Cloud PMO
Location(s) Washington, DC - NCR. On-site at a Government facility or Blue Sky HQ
Clearance TS/SCI
Lead Blue Sky’s team supporting DoD’s multi-billion-dollar, multi-vendor enterprise cloud programs. As the
single point of contact to the Government, you will keep a 22-person technical team staffed, qualified, and
performing.
How You'll Make an Impact
• Serve as single point of contact between the contractor team and the Government COR on staffing,
reporting, and contractual matters.
• Verify all personnel meet SOW qualification, certification, and clearance standards; fill vacancies within
30 days and keep attrition under 5%.
• Own program deliverables: Monthly Status Reports, Staffing Plan, Quality Control Plan, Knowledge
Management Plan, and Security Compliance Plan.
• Lead phase-in/phase-out transition planning and support Quarterly In-Progress Reviews with
Government leadership.
What You'll Need to Join the Team
• Bachelor's degree (ABET-accredited or CAE-designated institution) + 5 years of program management
experience, OR 9 years total program management experience on federal IT programs.
• Active Secret clearance (interim acceptable at start).
• Project Management Professional (PMP) — required.
• Meets DoD 8140 requirements for Work Role 801, Program Manager (Intermediate).
What Sets You Apart
• Prior PM experience on DoD IT/cloud services contracts, including FFP staffing-model task orders.
• Track record managing cleared technical teams across multiple geographic sites.
• Working knowledge of CPARS, QASP-based performance management, and WAWF invoicing.
Certifications (examples of approved options)
PMP (required). DoD 8140 WRC 801 (Intermediate) examples: PMP, PgMP, or other options listed in the
current DoD 8140 Qualification Matrix.
