Job Description
THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION
The primary purpose of the SUPERVISORY GENERAL SUPPLY SPECIALIST, GS-2001-11, is to direct the development, coordination, and implementation of procedural changes; to direct the performance of management/program analysis for the logistic activities under the jurisdiction of the USPFO; and to direct acquisition, accountability, incoming, outgoing and formal transfer of logistic asset for the USPFO in support of the Federal and state mission. Position is responsible for the management, direction, and supervision of employees.
- Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.
- Develops plans, programs, and policies for the operation, management, and administration of current and projected organizational programs. Responsible for the implementation of logistics/supply computer operations and programs. Directs development of local supplements and operating instructions and updates as required.
- Develops draft policies, concepts, and procedures to ensure that an effective operation is maintained using personnel, equipment, and funding to support the mission. Obtains, studies, and analyzes programming work assignment and workload documents. Monitors and reviews the monthly inventory document for excessive gains/losses and initiates appropriate action as required.
- Determines, initiates, and coordinates required actions by establishing and maintaining liaison with Depot Inventory Managers, vendors, and state activities/units to schedule or provide advice as the receipt, accountability and posting to property records for all inbound and outbound property. Reviews and validates all state activity/ unit requests for procurement of logistic supplies and services against current and future authorizations, non-standard requests and fiscal law.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

SUPERVISORY GENERAL SUPPLY SPECIALIST, GS-2001-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Supervising and/or managing supply personnel and a variety of supply functions; Knowledge on the entire inventory management supply system; Experience coordinating with other organizations on complex and controversial supply issues; Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions; Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required. OR A combination of education and experience. (Only graduate education in excess of the amount required above may be used.).

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights.
