The Air Dominance Execution Organization is seeking to hire a Sr Proposal Manager. This position will report directly to the Associate Director, Proposals, as part of the Air and Space Defense Systems (ASDS) SBU and the Air Dominance Sub-Strategic Business Unit (SSBU) in Tucson, Arizona.

This is an onsite position in Tucson, AZ. Relocation is not available.


  • Organizing and leading proposal teams to produce on-time, complete and compliant proposals that support efficient negotiations with the customer.
  • Reviews pricing for accuracy and reasonableness, consistency and compliance of BOE's, and that the cost volume is responsive to each RFP's requirements.
  • Assist with BOE tracking and approval within the Standard Bidding Tool.
  • Responsible for preparation of required Bid and Submit Gate sign off packages and support of fact-finding, negotiation and post-award audit activities.
  • Responsible for effective communication and leadership to ensure the team understands the return on investment, how their decisions effect the business deal.
  • Working closely with the program managers during negotiations to provide justification for BOEs and construct counter offers, leading to a handshake.
  • Experience working government programs (large/complex) with direct customer interfaces, both internal and external, including a broad international supply base.
  • Utilize knowledge of EX/IM and security to drive compliance.



  • Typically requires University Degree or equivalent experience and minimum 10 years of prior relevant experience, or an Advanced Degree in a related field and minimum 7 years of experience.
  • Experience leading and executing the Proposal process.
  • Ability to obtain and maintain active and transferable U.S. government issued security clearance.



  • Experience and knowledge with International Customers.
  • CORE or process improvement certification.
  • Knowledge of Offsets.

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

Relocation is not available for this role.



The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
