Job Description
- Design and/or execute special studies and surveys of domestic rail transportation operations.
- Provide technical advice for stakeholders, including shipper services, transportation service providers, military installations, and field activities, on matters related to domestic freight movement.
- Oversee the management of domestic rail freight movement associated with sustainment, deployment, unit cargo movement, and/or for national emergencies.
- Maintain awareness of new and emerging technologies that might change or improve the way DoD and/or commercial transportation service providers perform their transportation/distribution mission.
- Provide direction to teams in the development of surface transportation solutions, taking into consideration quality, speed and/or cost for DoD sponsored cargo.
- Identify changes in laws or government policy that may impact commercial industry partners.
- Analyze facts to devise recommended improvements to programs, guidance and systems associated with DoD's domestic freight.
- Ensure changes/updates/revisions to policies and procedures are passed to DoD stakeholders by participating in the management of rail customer relationships.
- Recommend modifications, and/or innovations that will improve transportation services relating to transportation law, procedures, policies, and regulations.
- Provide management and oversight of domestic surface transportation expertise in rail shipments and/or maintenance.
- Maintain liaison with a wide range of organizations to support Command customer requirements for CONUS surface transportation services.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.

- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Incumbent may be required to serve a one year supervisory probationary period.
- This position may require incumbent to work non-standard duty hours, to include rotating shifts, weekends and holidays.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Managing traffic management functions with regard to domestic rail freight movement services; and 2) Leading traffic management team functions supporting transportation programs via all modes of transportation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
