  • Serve as the accountable and responsible leader for program cost, schedule, and technical performance.
  • Direct internal and cross-functional teams to meet contractual milestones and quality objectives.
  • Drive disciplined program execution through risk management, schedule analysis, and continuous improvement initiatives.
  • Interface directly with customers, subcontractors, and internal executives to communicate program status, risks, and opportunities.
  • Oversee the execution of a FFP civils construction project.
  • Develop and maintain a healthy working relationship with the Government Leadership Team to facilitate a relationship built on trust and partnership.
  • Secure follow on contract work through effective shaping and capture management.
  • Implement modernized software development processes, converting legacy processes to a scaled Agile model.



  • An active and in-scope TS/SCI U.S. government issued security clearance is required for consideration. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or an Advanced Degree in a related field and minimum 12 years experience.
  • Program Management experience leading complex, high value development contracts.
  • Experience managing cost, schedule, and technical performance for programs with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), and Risk and Opportunity Management
  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
  • Raytheon Program Management certification at level 3, or the ability to obtain the certification in less than 1 year.



  • CORE Professional or higher certification.
  • Knowledge and understanding of Agile Development.
  • Experience with Firm Fixed Price contract execution.
  • Knowledge and experience with Civil construction.
  • Experience delivering and sustaining work products across multiple, geographically diverse locations

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
