Job Description
The SME is tasked with identifying and resolving all-domain naval fires and targeting (ADNF-T) capability gaps across the Department of the Navy (DoN). The contractor team provides subject matter expertise, detailed assessments, and synchronization of DOTMLPF-P efforts across the Naval Services.
The Targeting SME focuses on real-time execution—specifically the Find, Fix, Track, Target, Engage, and Assess (F2T2EA) loop. This role evaluates execution speed from sensor detection to weapon release, and assesses immediate system integration performance in contested and near-peer environments.

Responsibilities / Duties:
• Evaluate dynamic/time-sensitive targeting (TST) execution within Maritime Operations Centers (MOC), Joint Operations Centers (JOC), and Air Operations Centers (AOC).
• Assess sensor-to-shooter data flows to identify gaps in kill chain speed and reliability.
• Analyze naval fires systems integration across JADOCS, GCCS-M, and Link 16 networks.
• Map target information movement from sensor detection to weapon release in operational environments.
• Provide SME input on dynamic targeting doctrine, TTPs, and CONOP development.
• Support assessment of F2T2EA performance during exercises and real-world operations.
• Draft assessment products documenting kill chain findings and recommendations for senior leader review.
Required Qualifications:
• Active TS/SCI
• Bachelor’s degree (or 20 years of experience or previous WTI qualification as substitute).
• Minimum of 15 years of military or DoD operational experience.
• Experience working inside an operational-level MOC, JOC, AOC, or Fires Center/Cell, specifically within the dynamic/time-sensitive targeting cell.
• Proven capability to analyze data flows and system interfaces, mapping how target information moves from sensor to shooter.
• Successful completion of Joint Targeting School (JTS) courses, Combat Targeting Officer Course (CTOC), or MISR WTI course.
• Documented experience or formal qualification as a Dynamic Targeting Cell Chief, TST Director, Target Engagement Authority, or MISR fires position.
• Current Collateral Damage Estimation (CDE) analyst certification.
Preferred Qualifications:
• Graduate or Instructor at a Service Weapons School.
• Real-world tactical platform experience (e.g., aviator, Tomahawk/Aegis fire control, submarine officer, MISR WTI).
• Direct experience with JADOCS, GCCS-M, or Link 16 network management.
