The primary purpose of this position is: To serve as Deputy Chief, Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) Operations Division in the Directorate of Operations at a major command Division and in the chief's absence, possesses the same authority and prerogatives.
  • Works with the Division Chief in planning, organizing and overseeing the activities of the Division
  • Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
  • Serves as the command focal point for Command and Control, Intelligence, Surveillance, and Reconnaissance Operation to include air, ground and special operations.
  • Performs a broad range of highly complex and controversial qualitative and quantitative analysis of progrms, policies and issues that have a major impact on sourcing and validation for contingency, rotational, and exerce tasking of Command C2 and ISR operations forces.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work may require weekend and/or mid or night shift duties based on national disaster, emergencies or other contingency operations.
  • Senior Officer active-duty Command and Control, Intelligence, Surveillance, and Reconnaissance Office experience is highly desirable.
  • Joint duty, unit command and deployed commander experience is highly desirable and is critical to the successful completion of the work.
  • This is a Key Position. Incumbents must be removed from their military recall status if alternatives for filling this position during an emergency are not available.
  • Employee must be able to obtain and maintain a Top Secret Sensitive Compartmented Information (TS/SCI) security clearance. Clearance is mandatory to effectively perform the aspects of the job because most duties will be classified.
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to a wide variety of complex aircraft, communication, and logistic system's technologies and their role within the CAF. Expert knowledge of applied logistics program management principles, procedures, techniques and practices as well as local techniques, processes, and procedures used in support of logistic system's sustainment and modifications. Knowledge and skill to apply advanced methods and techniques to analyze difficult and complex logistic/technical problems/issues and determine alternative courses of action for programs and projects.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Command and Control, Intelligence, Surveillance, and Reconnaissance operations (C2ISR), Air Force Special Operations C2ISR, ground and airborne TACS, Air Operations Centers, Air Defense Operations Ground Battle Management, Air Defense Sectors, Control and Reporting Center (CRC0, airborne warning AND control systems assistance, coalition support, counterdrug, strategic reconnaissance operations, non-traditional intelligence, surveillance, and reconnaissance missions.
  • Knowledge of a wide range of qualitative methods for the assessment and improvement of command level plans and programs for conducting joint and coalition operations such as joint force provisioning, conducting joint air and space operations, joint fires, combat airspace management, joint/MAJCOM exercises, test and evaluation, requirement management, standardization and evaluation (Stan/Eval), and Special Category (SPECAT) or similar operations.
  • Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies/evaluations to determine deliberate and contingency action planning priorities and publish updated planning guidance documents.
  • Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan and adjust work operation of subordinate organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with thecnical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
