Job Description
The Program Manager (PM) will serve as the on-site lead for the INSCOM G-3 Force Management contract, responsible for overseeing all contractor performance, personnel, deliverables, and communications. The PM ensures full alignment with contract objectives, providing operational oversight across force management support areas including manpower studies, equipment validation, and stationing analysis.Key Responsibilities:
- Lead, manage, and direct contractor operations across all PWS task areas, ensuring quality, timeliness, and mission alignment.
- Serve as primary interface with the COR, KO, and Government leadership on all contract-related matters.
- Supervise and mentor contractor personnel, ensuring qualifications, staffing, and performance meet all contractual standards.
- Coordinate intra-/inter-office FM task management, including ETMS2 task routing, OPORD/FRAGO generation, and administrative support.
- Track performance metrics and ensure compliance with the Quality Control Plan (QCP) and Performance Requirements Summary (PRS).
- Review and approve all contractual deliverables including Monthly Status Reports (MSRs), annual reports, trip reports, SOPs, and surge support proposals.
- Support surge planning, risk mitigation, transition planning, and strategic coordination with Government stakeholders.
Minimum Qualifications:
- Experience: 12+ years in military operations, task management, or force management programs.
- Education: Bachelor's degree OR 15+ years of relevant experience in lieu of degree.
- Desirable: HQDA, MACOM, or FA50 experience; HTAR course; PMP or equivalent certification.
- Proven leadership of complex government contracts or military support missions.
- Strong communication, risk management, and decision-making skills.
- Knowledge of Army staffing models, FM systems, and operational planning.
- Proficiency with Microsoft Office Suite and Army-specific systems (e.g., TMT, FMSWeb, ETMS2).
- Must possess and maintain an active TS/SCI clearance.
- Must meet INSCOM-mandated training and security requirements.
- May require limited travel (CONUS/OCONUS) in support of site visits, briefings, or technical reviews.
