Job Description

Be an important and integral part of a tight knit, collaborative contractor team on a contract that monitors data channels, manages databases, provides communication and document management, and systems administration and programmatic support to ensure maximum uptime and responsive support to critical, secure and classified systems and networks housed at the USCG Watchstander Operations Center in Portsmouth, VA. The Center provides round-the-clock surveillance and monitoring of Atlantic Area earthquakes, mariners in distress, environmental response operations and natural disaster response and recovery including hurricanes, tornadoes, and severe storms and weather. CoSolutions is seeking an experienced Common Operational Picture (COP) Watchstander to provide mission-critical operational support.

Key Responsibilities
  • Monitor, manage, and maintain incoming and outgoing operational communications in accordance with USCG OPTASK COP and TOPCOP guidance.
  • Coordinate interoperability with Combatant Commands (COCOMs), Fleet Commands, Joint Task Forces, Intelligence Centers, Exercise Control Commands, and USCG COP-capable units.
  • Maintain continuous situational awareness of ongoing USCG, DoD, and DHS operations, exercises, and emergencies.
  • Maintain and manage the COP track database in accordance with operational guidance.
  • Resolve ambiguous or conflicting track data to ensure the most accurate operational picture.
  • Coordinate with USCG units via SIPRNet chat and email to resolve reporting inconsistencies and synchronize operational data.
  • Configure and maintain tactical display enhancements including:
    • Overlays
    • Track groups
    • Plot controls
    • Site controls
    • Tactical decision aids
  • Ensure displays effectively support operational commanders and enhance situational awareness.
  • Prepare daily operational briefing products prior to 0500, covering the previous 24-hour operational period.
  • Ensure all overlays, track groups, and visual products accurately reflect the current Common Operational Picture for senior leadership.
  • Administer COP Synchronization Architectures in accordance with established Standard Operating Procedures.
  • Control user access and permissions.
  • Add, modify, and remove system nodes as directed by operational commanders.
  • Troubleshoot GCCS and COP system issues using established USCG CGFIXIT procedures.
  • Coordinate with technical experts, USCG technicians, and partner organizations to resolve operational issues.
  • Coordinate with Atlantic Area and Pacific Area Command Centers to support exercises, contingency operations, and national emergencies.
  • Support continuity of operations (COOP) relocation if primary operational facilities become unavailable.
  • Provide flexible support during surge operations requiring increased operational staffing.
  • Provide expert recommendations to improve USCG COP Standard Operating Procedures (SOPs) and OPTASK COP guidance.
  • Support Atlantic Area Operational C4IT and Security Division (LANT-6), CG-761, CG-6, and C5ISC with technical expertise and program improvements.
  • Prepare monthly progress reports documenting recommendations and operational enhancements.
  • Maintain and update the operational resource library, including classified publications and directives.
  • Ensure accountability of classified materials in accordance with USCG security requirements.
  • Monitor publication shortfalls and coordinate corrective actions with appropriate program offices.

Minimum Qualifications
  • Active Secret Security Clearance (required)
  • Minimum of three (3) years of experience operating the Global Command and Control System (GCCS) for the U.S. Coast Guard or Department of Defense
  • Thorough understanding of:
    • USCG and DoD GCCS policies and procedures
    • Common Operational Picture (COP) operations
    • Maritime operational command and control environments
  • Experience operating within classified networks, including SIPRNet
  • Strong analytical, communication, and troubleshooting skills
  • Ability to work rotating shifts, weekends, holidays, and support surge operations as mission requirements dictate

Preferred Qualifications
  • Experience supporting USCG Command Centers or Maritime Operations Centers
  • Experience with TOPCOP operations
  • Familiarity with maritime domain awareness systems
  • Experience supporting joint military or interagency operations
  • Knowledge of Continuity of Operations (COOP) procedures
  • Experience administering GCCS architectures and user permissions
