Job Description
As a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) at the GS-0201-13/14 some of your typical work assignments may include:
- Plan, develop, coordinate, and execute DoW wide projects and studies concerning HR information systems.
- Conduct in-depth analysis of HR program issues and provide recommendations to leadership.
- Monitor the primary contractor for HR information systems to ensure schedules are met, requirements are addressed, and system changes are resolved efficiently.
- Work with contractors and personnel to program adequate resources for enterprise operations.
- Ensure information management and civilian HR policies are followed and that technical plans align with program priorities.

You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
- Advanced knowledge of HR principles and HR information systems to independently manage program operations and resolve complex, non-routine system and policy issues.
- Utilize a thorough knowledge of Federal and DoW personnel regulations to interpret policies, provide authoritative guidance to agency stakeholders, and recommend program-level procedural updates.
- Employ a wide range of qualitative and quantitative analytical methods to evaluate program effectiveness, identify system inefficiencies, and implement modernization or process-improvement initiatives.
- Plan, organize, and conduct studies of complex HR programs and information systems, developing actionable solutions for systemic or controversial issues within the program.
- Lead project teams, coordinate with cross-functional stakeholders, and collaborate with management to secure agreement on and implementation of system or program modifications.
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Expert knowledge of HR principles, business process reengineering, and HR information systems to resolve major conflicts in policy and program objectives.
- Deep understanding of Federal personnel management laws, regulations, and policies to research, interpret, and develop HR initiatives that impact the entire department.
- Utilize a wide range of analytical and quantitative methods to assess, improve, and modernize complex HR programs, processes, and systems within the DoW's organizational structure.
- Demonstrated skill in designing and conducting comprehensive program studies to develop solutions for broad, important, and severe HR policy and system issues.
- Experienced in leading study teams and conducting critical negotiations with management to gain acceptance and implementation of recommendations.
Substitution of education may not be used in lieu of specialized experience for this grade level.
