Job Description



  • Directs financial management policy in support of the ARNG military organizations and units.
  • Serves as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC).
  • Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies. Implements appropriate courses of action as best suited for the state.
  • Writes, implements and maintains an effective system of financial management controls for the state ARNG.
  • Exercises supervisory personnel management responsibilities.
  • Performs other duties as assigned.





  • Males born after 31 December 1959 must be registered for Selective Service.

  • The employee will be required to take a drug test. This is a Testing Designated Position (TDP). The employee is subject to random drug testing.

  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 2/24).
  • Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7, Joint Ethics Regulation, Effective May 15, 2024.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Required Qualifications:
EDUCATION REQUIREMENT:
An undergraduate or graduate degree from an accredited college/university is mandatory . Awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. A graduate degree in accounting or a related field is optimum.

AND

GENERAL EXPERIENCE:
- Skill in collecting and analyzing data effectively, efficiently, and accurately;
- Ability to plan, direct, and coordinate difficult and complex programs;
- Ability to develop, apply, and adjust financial plans and policies to attain agency objectives;
- Ability to select, develop, and supervise a subordinate staff;
- Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
- Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;
- A broad knowledge of agency operating programs;
- A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management
- Skill in applying procedures and directives by reading and interpreting program material;
- Skill in training, mentoring, and problem solving; - Ability to make oral and written presentations in a clear and concise manner;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate clearly and effectively;

AND

SPECIALIZED EXPERIENCE:
Must have 1-year equivalent specialized experience to at least the next lower grade level (GS-12) before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Experience, training, or knowledge developing, coordinating, and maintaining an integrated system of financial services, which include accounting, budgeting, and management-financial reporting. Experience providing broad and comprehensive advice in financial management areas. Experience, or knowledge using allocating financial resources in meeting objectives of the organization. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
