Job Description



  • Plan, direct, coordinate and supervise traffic management and cargo operations for the import and export of all military cargo transiting the command.
  • Develop and maintain quality assurance plan encompassing weekly performance reports, metrics and other management programs to ensure the timely and satisfactory performance of quantity and quality of work.
  • Exercise the full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff.
  • Plan, assign and evaluate work and sets and adjusts priorities.
  • Determine cargo processing requirements.
  • Conduct training, special studies, inspections, investigations, and analyses as directed by the Command.





  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • Incumbent may be required to travel up to 15% to perform duties/attend training.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Incumbent must be able to obtain and maintain a valid state driving license.
  • Incumbent will be required to undergo an initial and annual physical due to Emergency Essential position requirements.

  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • This position has a requirement to lift up to 45lbs. in the regular performance of duties.
  • Incumbent may be required to serve a one year probationary period.
  • Incumbent may be required to serve a one year supervisory probationary period.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes 1. Coordinate traffic management and cargo operations for the import and export of all military cargo transiting the command. 2. Utilize a variety of automated systems in the office to perform functions such as store, retrieve, manipulate data with word processing, database management, spreadsheet, and graphics software package. 3. Ensure Contract Officer Representatives perform duties and functions in accordance with applicable contract. 4. Manage contracts of the Stevedoring and Related Terminal Services S&RTS to monitor contract performance in accordance with Federal regulation.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
