Position Summary

ANSER is seeking a Defensive Source Operations Desk Officer to manage and coordinate Counterintelligence (CI) operational activities in support of Army and Department of Defense missions. In this role, you will oversee CI Special Operations Concepts, operational plans, recruitment leads, and research projects while ensuring operational requests and collection activities are properly reviewed, staffed, and coordinated. You will provide expert CI guidance, identify legal and operational considerations, and collaborate with Army, DoD, and federal stakeholders to support mission success. In this key role, you will produce operational analyses, respond to requests for information, and deliver recurring briefings to senior leadership.

Day-to-Day Responsibilities
  • Manage and oversee CI Special Operations Concepts, operational plans (OPLANs), recruitment leads, and research projects.
  • Draft, review, and staff CI Special Operations Concepts in support of operational objectives.
  • Coordinate and process FBI Category I operational requests, including records checks.
  • Review proposed FBI operational activities to assess operational suitability and mission alignment.
  • Staff requests for special collection techniques in accordance with applicable policies and procedures.
  • Identify potential legal, policy, and operational issues and provide recommendations for resolution.
  • Coordinate CI operational activities across ACIC, Army Commands, the Department of Defense, the Department of the Army, and other federal agencies.
  • Provide expert counterintelligence guidance and recommendations to supported organizations.
  • Prepare responses to Requests for Information (RFIs) related to CI operations.
  • Conduct operational analysis to support planning, decision-making, and mission execution.
  • Develop and deliver recurring operational briefings and updates for senior leadership.

Required Qualifications
  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and ability to meet all contract access requirements.
  • Graduate of a recognized military Counterintelligence (CI) Agent Certification Course (e.g., CISAC, 35L, 351L, Air Force BISC, Navy SABTB).
  • Graduate of an advanced CI training program such as AFCIOC, ACICC, MCC, CFSO, SOC, ASOC, DATC, AMSOC, FTC, OTC, MOTC, or equivalent.
  • Minimum of 10 years of experience as a credentialed Counterintelligence Special Agent.
  • Demonstrated experience supporting Counterintelligence and/or Human Intelligence (HUMINT) collection operations.
  • Strong knowledge of CI Flags and Foreign Intelligence Entity (FIE) tactics, techniques, and procedures.
  • Ability to identify legal, policy, and operational considerations affecting CI operations and provide sound recommendations.
  • Experience coordinating operational activities across military organizations, DoD components, and interagency partners.
  • Strong analytical, written, and verbal communication skills, including experience preparing operational reports and executive-level briefings.
  • Willingness and ability to successfully complete pre-appointment and recurring CI-scope polygraph examinations with a No Deception Indicated (NDI) result.
  • College education may not be substituted for the required Counterintelligence experience.
