Koniag Data Solutions, a Koniag Government Services company, is seeking an experienced Systems Engineer to support the design, development, implementation, and maintenance of IT systems and infrastructure in support of the U.S. Small Business Administration (SBA). The ideal candidate is a skilled and versatile systems engineering professional with a solid understanding of federal IT environments, enterprise systems architecture, and the full systems engineering lifecycle. This individual will play a key role in supporting SBA's IT modernization efforts, ensuring systems are designed, implemented, and maintained to meet SBA's mission requirements, security standards, and operational needs in a dynamic and mission-driven environment.
The Systems Engineer will support the planning, design, implementation, integration, and sustainment of IT systems and infrastructure for the SBA, working closely with SBA's IT leadership, security teams, application teams, program managers, and other stakeholders to deliver reliable, secure, and scalable technology solutions that support SBA's mission and operational objectives.

The Systems Engineer will support the planning, design, implementation, integration, and sustainment of IT systems and infrastructure for the SBA, working closely with SBA's IT leadership, security teams, application teams, program managers, and other stakeholders to deliver reliable, secure, and scalable technology solutions that support SBA's mission and operational objectives.
Principal responsibilities will include but are not limited to:
- Plan, design, implement, and maintain IT systems and infrastructure solutions for the SBA, ensuring solutions are aligned with SBA's enterprise architecture standards, security requirements, and mission needs.
- Perform systems engineering activities across the full systems engineering lifecycle including requirements analysis, system design, development, integration, testing, deployment, operations, and maintenance for assigned SBA systems and infrastructure components.
- Develop and maintain comprehensive systems engineering documentation including system architecture designs, technical specifications, configuration documentation, standard operating procedures (SOPs), and other required technical artifacts for assigned SBA systems.
- Collaborate with SBA's enterprise architecture, security, network, application, and operations teams to ensure systems are designed and implemented in accordance with SBA's enterprise architecture framework, security policies, and technology standards.
- Support the integration of new and existing systems, ensuring interoperability, data integrity, and seamless operation across SBA's IT environment, including integration with cloud-based platforms and services.
- Conduct systems analysis and performance monitoring for assigned SBA systems, identifying performance issues, bottlenecks, and areas for improvement, and developing and implementing solutions to optimize system performance and reliability.
- Support the planning and execution of system upgrades, migrations, and modernization initiatives, ensuring transitions are carefully planned, tested, and executed to minimize disruption to SBA operations.
- Develop and execute test plans and procedures for assigned systems, conducting system integration testing, performance testing, and user acceptance testing to validate that systems meet requirements and perform as expected.
- Support the implementation and maintenance of security controls for assigned SBA systems in coordination with the ISSO and security teams, ensuring systems are configured and operated in compliance with applicable security requirements and NIST guidelines.
- Participate in change management processes for assigned systems, evaluating proposed changes for technical feasibility, security impact, and alignment with SBA standards, and supporting the implementation of approved changes.
- Support disaster recovery and business continuity planning activities for assigned SBA systems, including the development and testing of contingency plans and backup and recovery procedures.
- Provide Tier 2 and Tier 3 technical support for assigned SBA systems, troubleshooting complex system issues, coordinating with vendors and other technical teams as needed, and ensuring timely resolution of technical problems
- Evaluate emerging technologies, tools, and platforms relevant to SBA's IT environment, providing technical recommendations and supporting proof-of-concept activities to assess their suitability for adoption within the SBA enterprise.
- Support the development of IT procurement requirements, statements of work, and technical evaluation criteria for systems engineering-related acquisitions in support of SBA programs
- Stay current on emerging technologies, industry best practices, and federal IT standards and requirements, applying this knowledge to continuously improve the quality and effectiveness of systems engineering support provided to the SBA.
Education and Experience:
Required:
- Bachelor's degree in Systems Engineering, Computer Science, Information Technology, Electrical Engineering, or a related field from an accredited college or university, OR equivalent combination of education and relevant work experience.
- 5+ years of progressive experience in systems engineering, IT infrastructure, or a related field, with demonstrated experience designing, implementing, and maintaining complex IT systems in a federal government or large enterprise environment.
- Demonstrated experience with enterprise systems architecture, systems integration, and the full systems engineering lifecycle in a federal government environment.
- One or more of the following certifications: CompTIA Security+, Microsoft Certified: Azure Administrator Associate, Red Hat Certified System Administrator (RHCSA), or equivalent systems engineering or IT infrastructure certification.
Desired:
- Bachelor's or Master's degree in Systems Engineering, Computer Science, Information Technology, or a related field.
- Prior experience supporting systems engineering activities at the SBA or a similar federal civilian agency.
- INCOSE Certified Systems Engineering Professional (CSEP), Microsoft Certified: Azure Solutions Architect Expert, AWS Certified Solutions Architect, or other relevant advanced systems engineering or cloud architecture certifications.
Required Skills and Competencies:
- Solid knowledge of systems engineering principles, methodologies, and best practices and their application to the design, development, integration, and maintenance of complex federal IT systems and infrastructure.
- Demonstrated experience performing systems engineering activities across the full systems engineering lifecycle including requirements analysis, system design, integration, testing, deployment, and sustainment.
- Proficient understanding of enterprise IT infrastructure components including servers, storage, networking, virtualization, and operating systems and their interrelationships within a complex federal IT environment.
- Experience with cloud computing platforms and services including AWS, Microsoft Azure, or Google Cloud Platform, and the application of cloud technologies to support federal IT modernization and systems engineering objectives.
- Solid understanding of federal IT security requirements and frameworks including NIST SP 800-53, FISMA, and FedRAMP, and their application to the design and implementation of secure federal IT systems.
- Experience developing and maintaining technical documentation including system architecture designs, technical specifications, configuration documentation, and SOPs.
- Proficient experience with virtualization technologies such as VMware vSphere, Microsoft Hyper-V, or similar platforms, and their application in enterprise IT environments.
- Experience with system integration and testing activities including the development and execution of integration test plans, performance test plans, and user acceptance test procedures.
- Solid understanding of networking concepts and technologies including TCP/IP, DNS, DHCP, VLANs, routing and switching, and network security principles relevant to systems engineering and integration activities.
- Effective written and oral communication skills in English, with the ability to clearly communicate technical concepts, system designs, and engineering recommendations to both technical and non-technical stakeholders
- Strong analytical and problem-solving skills with the ability to diagnose and resolve complex system issues and develop effective technical solutions in a fast-paced federal IT environment.
- Ability to manage multiple systems engineering assignments and priorities simultaneously while meeting deadlines and maintaining high-quality technical work products.
- Ability to obtain and maintain a Public Trust clearance as required by the SBA.
Desired Skills and Competencies:
- Prior experience supporting systems engineering activities at the SBA or a similar federal civilian agency.
- Familiarity with SBA-specific IT systems, infrastructure, and mission areas, including an understanding of SBA's IT modernization priorities and enterprise architecture framework.
- Experience with cloud migration and modernization activities, including the planning and execution of workload migrations from on-premises environments to cloud platforms such as AWS or Microsoft Azure
- Advanced knowledge of containerization and microservices technologies such as Docker, Kubernetes, or Red Hat OpenShift and their application in federal IT environments.
- Experience with infrastructure as code (IaC) tools and practices such as Terraform, Ansible, or similar platforms for automating the provisioning and management of IT infrastructure.
- Familiarity with DevSecOps practices and the integration of security and systems engineering principles into CI/CD pipelines and software development processes.
- Experience with storage technologies and architectures including SAN, NAS, and cloud storage solutions in the context of enterprise IT systems engineering.
- Knowledge of IT service management (ITSM) frameworks such as ITIL and their application to systems engineering and IT operations activities.
