Job Description



  • Administer accounting systems for managing funds and the adaptation of current or proposed systems and processes.
  • Monitor control of funds to ensure the proper accounting treatment of financial transactions.
  • Serve as an organizational financial expert for Enterprise systems such as Defense Agency Initiative (DAI), General Fund Enterprise Business System (GFEBS), and the Defense Travel System (DTS).
  • Recommend how to reallocate resources to improve productivity within assigned resources.
  • Provide guidance to management regarding how to use funds in a more cost effective manner in support of their goals.
  • Integrate analytical activities related to cost management.





  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • Incumbent may be required to travel outside of the assigned area up to approximately 10 percent of the time.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.
  • Designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • SCW: SC441 - This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
  • The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level:
  • SC Execution Support Management (AOC) Basic Level --1 year (Basic); 3 years (Intermediate); 5 years (Advanced);
  • and --Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. In order to qualify at the GS-07 level:

Specialized Experience: One year of specialized experience which includes 1). Verify sufficient funds are available for disbursement prior to submission; and 2). Conduct research regarding financial guidance to ensure compliance within the organization; and 3). Generate computerized reports containing monetary data required to prepare for the administration of the organization's budget.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance and/or accounting.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

In order to qualify at the GS-09 level:

Specialized Experience: One year of specialized experience which includes 1). Prepare recommendations for budgetary adjustments to realign funds; 2). Review legal and regulatory guidelines to ensure distribution of funds is accurate; and 3). Monitor the rate of expenditure regarding funds and resources to properly administer the organizational budget.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance and/or accounting.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

In order to qualify at the GS-11 level:

Specialized Experience: One year of specialized experience which includes 1). Monitor program budget functions to ensure proper execution of funds; 2). Provide recommendations to management regarding the reallocation of resources to improve internal productivity; and 3). Process funding transactions using financial government computerized, web-based applications to accurately disperse monetary allocations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance and/or accounting.
OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
