Job Description
Serve as a trusted subject matter expert for client-facing briefings, providing advanced recommendations on critical financial metrics, resource allocations, and program execution. This role directs complex cross-program analyses at the USSF Program Acquisition Executive (PAE) level, utilizing expert quantitative techniques to manage legislative impacts, direct budget formulation (IPBS, CBJB, CJB), and oversee major system acquisition baselines.
Key Responsibilities:
- Direct the consolidation of program baselines and spend plans at the Program Acquisition Executive level; lead cross-program analyses to determine performance impacts, resolve discrepancies, and recommend strategic resource trade-offs to executive managers.
- Oversee PAE wide budget tracks at the directorate, project, sub-project, and Major System Acquisition (MSA) levels.
- Lead the coordination of complex budget estimates, assessing funding impacts for cross-Directorate initiatives and recommending resource solutions within USSF constraints.
- Lead final reviews and resolve discrepancies for PAE level submissions for critical budget exercises including IPBS, CBJB, and CJB.
- Oversee PAE level data in NEXT, IRIS, and SNAP or similar systems; direct the reconciliation of FIRST to ensure requirement-to-budget validity.
- Direct the drafting of operating guidance incorporating Congressional marks; strategically assess the intent and impact of Legislative/Executive Branch actions to ensure incorporation into budget documentation.
- Employ advanced quantitative modeling and creative analysis techniques to perform complex trend analysis across disparate financial data sources for executive-level decision making.
- Architect and propose strategic design improvements for corporate resource repositories, decision support tools, and procedures to enhance PAE financial reporting.
- Oversee BLI requests in compliance with USSF policies (Contract, CLIN, Appropriations, ETs, BOCs) and evaluate PAE execution methodologies to ensure programs meet strategic goals.
- Direct resource realignments, maintain strict PAE-level financial controls, and lead the consolidation/review of PAE-level UFRs for executive prioritization.
- Prepare and finalize executive-level budget summaries, issue papers, and talking points; lead cross-USSF program meetings to develop responses to critical action items.
- Direct the development, data collection, and reporting of PAE-wide performance measures and coordinate with external oversight.
- Provide strategic feedback and recommendations to senior management on complex cross-program resource issues arising from PMRs and BMRs.
- Conduct expert reviews of ICE, Cost PMP/BAAR, and MSA resource reports; provide regulatory compliance guidance and assist in advanced cost estimate development.
Required Qualifications- Master's degree (MA/MS) is required.
- Minimum 15 years of relevant experience.
- Expert knowledge of IC budgetary principles and procedures.
- Expert-level knowledge of acquisition management regulations, policies, and procedures including major system acquisition lifecycle resource planning, Acquisition Program Baseline (APB) development, and PMPs.
- Extensive experience applying advanced cost analysis methodologies in a major system acquisition environment.
- Expertise in various quantitative techniques used to analyze data, develop models, and interpret results (competencies include descriptive statistics, trend analysis, learning curve theory, modeling, and simulation).
- Advanced operational judgment and the skill to autonomously recognize when decisions or information should be referred to a higher authority.

Security Clearance & Salary- Active DoD/IC Security Clearance (Top Secret/SCI) is required.
- U.S. citizenship is required.
Salary Range: $130,000 - $150,000/year, DOE
Bachelor's degree required, preferably in math, engineering, or the sciences.
