Job Description
This position is located within the State Intelligence and Security Office. The purpose of this position is to serve as the Director of Intelligence and Security. Has overall responsibility for all phases of the work of the organization and planning, directing, and administering the State Intelligence and Security Programs. Supervises positions engaged in substantive Intelligence Security work.
- Oversees all the State's ARNG Intelligence and Security activities, based on State force structure, equipment, and missions.
- Develops and promulgates short and long-range State intelligence plans and projects future requirements.
- Reviews and analyzes supported State ARNG plans and operations to determine current and future intelligence and GIS requirements, i.e., information/intelligence, equipment, facilities, supplies, personnel, funds, etc.
- Identifies, analyzes, prioritizes, and reports all Intelligence and GIS program requirements over the FYDP to the ARNG G2 to ensure State requirements are accounted for during yearly Program Objective Memorandum (POM) submissions for Army Intelligence and Security Programs.
- Using established metrics, advises senior leadership on career progression for ARNG MI Soldiers and work with the State Force Integration Readiness Officer (FIRO) FIRO to address gaps in force structure that affect soldier progression and development.
- Exercises supervisory personnel management responsibilities.
- Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Holds employees responsible for satisfactory completion of work assignments.

- This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.

- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a supervisory trial period.

- You must be able to obtain and maintain a Top Secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must attend the ARNG Security Manager Course within 12 months of hire.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- Irregular and/or Compensatory hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
SPECIALIZED EXPERIENCE: Applicant mustpossess one year of specialized experience at the GS 11 grade level which includes: 1) Experience in evaluating and recommending changes in methods of intelligence operations; 2) Applies working technical knowledge of DoW, Army, and Army National Guard intelligence related regulations, policies, requirements, and standards to ensure compliance; 3) Utilize pertinent intelligence data and information to prepare clear and concise reports appropriate for a variety of audiences; 4) Assign work in consideration of employee skills and mission requirements.
