Job Description
Mindbank Consulting Group has an immediate need for a Senior Industry/Functional Area Specialist - Spectrum Subject Matter Expert with an active Secret clearance. In this role, you will help modernize a mission-critical spectrum management platform used by federal agencies. This role combines deep technical knowledge of spectrum engineering with product ownership, business analysis, and Agile software development. This is a two-year contract.
About the Work Location:
• Candidates must reside within commuting distance of Washington, DC; no exceptions.
• Work is primarily performed from your home office.
• Periodic onsite attendance is required to support classified (high-side) environments, attend project meetings, collaborate with government stakeholders, and perform work that cannot be conducted remotely.
You will serve as the bridge between spectrum engineers, government stakeholders, and software developers, translating complex engineering requirements into detailed user stories, helping guide development, validating new functionality, and supporting users across the federal spectrum community.
The ideal candidate understands the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management ("The Redbook"), the Table of Allocations (TOA), and the business processes surrounding federal spectrum assignments. Experience with EL-CID Desktop, Standard Spectrum Resource Format (SSRF), and spectrum system design is highly desirable.
Responsibilities
• Use EL-CID Desktop to determine current functionality.
• Work with the Systems Review Branch Chief, engineers, and government stakeholders to determine functionality that will be ported from EL-CID Desktop to EL-CID Online.
• Write requirements and defects as JIRA stories and bugs.
• Prepare for and host pre-IPT meetings to decompose high-level epics into detailed user stories with acceptance criteria.
• Own the functional product backlog and participate in Integrated Project Team (IPT) meetings to explain functionality and assist government stakeholders with prioritization.
• Collaborate with software developers to ensure they understand system functionality and implementation requirements.
• Test functionality after development and validate implementation.
• Serve as the Subject Matter Expert for spectrum systems and federal frequency assignments.
• Recommend business and technical solutions that satisfy operational requirements.
• Provide production support by assisting users with spectrum system creation, troubleshooting compliance issues, and resolving production problems.
• Communicate effectively through written documentation and verbal presentations with engineers, developers, and government stakeholders.
• Create mockups, flow diagrams, process models, and feasibility studies to support solution design.
• Work independently while managing multiple priorities.
• Develop user training materials including specification sheets, certification requests, training scripts, PowerPoint presentations, and instructor-led training sessions.
• Generate agendas and lead recurring meetings regarding Import/Export functionality and SSRF interoperability. Produce meeting minutes and action items.
• Review user manual updates after each sprint to ensure technical accuracy.

• Bachelor's degree preferred
• U.S. Citizen with an Active Secret (or higher) clearance.
• 10 years of professional experience with electromagnetic spectrum frequency assignments.
• 10 years working with system parameters for satellites, radars, antennas, receivers, and transmitters.
• 5 years of experience using EL-CID Desktop.
• Recognized subject matter expert in spectrum management through advanced education and/or extensive professional experience.
• Deep knowledge of radio spectrum systems including transmitters, receivers, radar, antennas, and satellite communications.
• Extensive understanding of how the federal government assigns and manages electromagnetic spectrum frequencies.
• Strong knowledge of the NTIA Redbook and the Table of Allocations (TOA).
• Knowledge of Standard Spectrum Resource Format (SSRF).
• Experience writing detailed technical documentation.
• Ability to translate engineering concepts into clear functional requirements.
• Experience creating technical diagrams, workflow models, and documentation for engineering audiences.
• Strong written, verbal, and interpersonal communication skills.
• Ability to work independently while supporting Agile software development teams.
Preferred Qualifications
• Experience with the DoW StepStone system.
• Experience with JIRA and Confluence.
• Knowledge of XML, XSD, and XSLT.
• Experience supporting Agile software development and Product Owner responsibilities.
• Experience supporting production systems and user training.
