Senior Industry/Functional Area Specialist - Spectrum Subject Matter Expert Job Description Mindbank Consulting Group has an immediate need for a Senior Industry/Functional Area Specialist - Spectrum Subject Matter Expert to write requirements in the form of JIRA tickets (called stories) with acceptance criteria. They will need to vet these requirements in-depth with the System Review Branch Chief and engineers and then with other government stakeholders in weekly Integrated Project Team meetings. Once the requirement is prioritized for development, they will need to assist developers with understanding the requirement so they can implement in the system. The Senior Industry/Functional Area Specialist - Spectrum Subject Matter Expert will be part of an agile team with sprint releases every three weeks. They will own the functional product backlog and be responsible for assigning a Rough Order of Magnitude (ROM) estimate to each story; and will work with the IPT to prioritize the stories for implementation. Additionally, they will have to assist users with building their spectrum systems and correcting compliance check errors as part of EL-CID Online production support. They will also assist with user training by creating specification sheets for users to use to build spectrum systems.
