Job Description
Parker Tide is a small business in DC. We serve as a value-added partner to the government. We are seeking a FOCI Specialist to work with one of our clients.
Title: FOCI Specialist
Location: Niskayuna, NY (100% onsite)
Period of Performance: one year, likely extension
Investigation/Clearance Level: DOE “L” Clearance
Salary: Depends on Experience
Other: Candidates will be required to pass a drug test.
Required Qualifications
• Demonstrated experience applying 32 Code of Federal Regulations (CFR) Part 117, National Industrial Security Program Operating Manual (NISPOM).
• Experience with Facility Clearance processing, industrial security compliance, FOCI analysis.
• Ability to analyze corporate ownership structures and identify foreign ownership, control, or influence risk indicators.
• Mid-level experience is preferred; junior-level candidates will be considered if they possess strong FOCI and/or industrial security experience.
Duties and Responsibilities
• Support industrial security operations by administering facility clearance processes.
• Identify, evaluate, and mitigate Foreign Ownership, Control, or Influence (FOCI) risks.
• Apply requirements of 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), to protect US government classified information from unauthorized foreign access.
• Ensure facilities remain in full compliance with US government industrial security requirements.
• Administer, coordinate, and maintain Facility Clearance (FCL) processing and reviews, ensuring compliance with US government industrial security requirements.
• Analyze and interpret complex corporate structures to identify foreign ownership, control, or influence (FOCI) and assess associated business and security risk indicators.
• Proactively identify, evaluate, and support mitigation of potential FOCI risks to prevent unauthorized foreign access to US government classified information.
• Apply a foundational understanding of FOCI mitigation instruments (e.g., Security Control Agreements, Special Security Agreements, Proxy Agreements, and Voting Trust Agreements) and how they support compliance and risk reduction.
• Review and process Facility Data Approval Records (FDAR) and Contract Security Classification Specifications (CSCS) in the Unclassified Safeguards and Security Information Management System (U-SSIMS).
