Job Description
This position serves as the Deputy Chief Information Officer with responsibility for serving as the focal point for the State National Guard IT requirements and priorities, including the cybersecurity and privacy programs, enterprise architecture, software application and development, capital planning and investment, infrastructure, and telecommunications support.
- Manages IT activities to ensure the appropriateness of system design, development, deployment, and security functions associated with the infrastructure and support systems, IT network and the inventory of software and hardware.
- Defines goals, objectives, plans, and performance measures for the IT services that are provided from the Department of Defense, Departments of the Army and Air Force, National Guard Bureau and other guidance while interpreting the guidance to ensure the State's IT activities are aligned with and support these objectives and goals.
- Reviews major IT investments for consistency with strategies, plans, and enterprise architectures through the MDEP Program Manager and the vision for the state.
- Directs, coordinates, and oversees work through subordinate supervisors.
- Plans, organizes, and oversees the activities of the state G-6.
- Monitors, reviews and analyzes program implementations.
- Represents the command in dealing with state, local, tribal communities and federal government agencies.

- This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- May be required to successfully complete a trial period.
- Participation in direct deposit is mandatory.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Irregular hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- Must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
SPECIALIZED EXPERIENCE: Applicant must possess at least one year of specialized experience equivalent to the GS-12 grade level which includes: 1) Experience leading, directing, and assigning work of personnel; 2) Overseeing the development and implementation of IT projects to support organizational goals; and 3) Providing technical advice on IT policies, security, and infrastructure.
