Job Description
DUTY 1:
Performs Career Broadening assignments/duties; working with a multi-functional Senior Logistics Manager providing materiel management guidance/support for all USSOCOM SOF AT&L-managed acquisition and sustainment programs. This includes the development, review, and validation of materiel management requirements, operational and interim support plans, performance criteria, etc., to ensure accountability, financial reporting, and audit standards are met. Supports/advises SOF AT&L program management offices' regarding materiel management requirements. Coordinates efforts to ensure appropriate logistics management of SOF AT&L materiel using USSOCOM's Accountable Property System of Record (APSR). Supports SOF AT&L Accountable Inventory Officer on issues affecting all classes of supply stocked, stored, and issued from SOF AT&L designated warehouses. Assists in development and implementation of policy/guidelines for operation of inventory facilities IAW USSOCOM policies to include Standard Operating Procedures (SOPs) for warehouse functions of maintenance, returns, frustrated cargo, and inbound/outbound operations. Assists in the development and documentation of best practices for SOF AT&L property accountability functions to include fielding, field returns, equipment disposition, demilitarization / disposal, and Government Furnished Property (GFP) management. Supports / enables PEOs' Program Management property accountability processes geared towards achieving auditability. Assists in the implementation and enforcement of property accountability regulations at the appropriate level and in providing regulatory guidance to PMs on responsibility to maintain property accountability and to provide oversight of property accountable records for USSOCOM.
DUTY 2:
In a Career Broadening capacity, ensures weapon systems are acquired, fielded, and sustained using appropriate tailored logistics support strategies resulting in affordable and sustainable weapon systems. Participates with other DoD representatives in the development of functional requirements for emerging systems. Ensures Integrated Logistics Support (ILS) objectives are developed. recorded, and tracked from user requirements through disposal of assigned acquisition program materiel. Provides advice on the tailoring of ILS objectives for the acquisition of defense systems / equipment to optimize systems availability/reliability and minimize logistics footprint to reduce operations and total ownership costs. Advises Program Manager (PM) on a comprehensive product support strategy. Evaluates product support plans and alternatives to ensure optimal use of resources without degrading operational readiness. Advises PM on desired product support outcomes achieved through appropriate product support arrangements. Develops, reviews, and analyzes product support plans and schedules for
complex systems. Provides guidance to PM to develop solicitations for Life Cycle Sustainment Manager (LCSM) selection and makes recommendation of LCSMs based on their ability and proposed cost to accomplish the task. Provides guidance in the development of logistics-related Contract Data Requirements Lists (CDRLs), logistics section of Statement of Objectives (SOO)/Statement of Work (SOW), and Requests for Information/Proposals (RFI/RFPs). Conducts logistics assessments/evaluations on programs and systems. Ensures the time phasing of logistics program elements is consistent with systems materiel fielding plans and/or modifications, upgrades. or purchase of various systems. Ensures criteria is developed and defined to measure and analyze Reliability, Availability. and Maintainability (RAM) data to support full life cycle sustainment of new acquisitions and legacy programs in the PEO's portfolio. DUTY 3:
Carries out special projects and assignments designed to meet the career broadening intent of the position. Represents the concerns of the organization at meetings and conferences preparing staff studies and various documents to meet special needs. Develops and presents oral presentations; leading and/or serving on steering committees or completing a project aimed at improving organizational effectiveness. Provides responsive and timely support to customers, actively supports achievement of financial program goals and objectives. Works to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance. Contributes to timely and viable resolution of issues and problems that are complete, effective, coordinated, and well researched. Establishes effective professional working relationships with coworkers, or contacts outside the organization contributing to a cooperative working environment and successful accomplishment of the mission.

- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- May be required to travel by military and/or civilian aircraft in the performance of official duties.
- May be required to work other than normal duty hours, which may include evenings, weekends and holidays.
- May be required to rotate through a minimum of 3 areas: one rotation in the Directorate of Acquisition Logistics (AL) Sustainment Cell and rotations through the matrixed acquisition logistics functions of 2 of the 7 Program Executive Offices.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must have include: 1) A thorough and extensive knowledge of program management strategies and concepts related to Air Force and DoW military structures and missions; 2) In-depth knowledge of DoW logistics policies, procedures, USSOCOM strategies and program tracking processes for program management oversight; 3) Comprehensive knowledge of logistics support requirements, planning, programming, and budgeting for logistics support resources; 4) Comprehensive and expert knowledge of policies, concepts, and procedures affecting logistics, inventory management and procurement functions; 5) Thorough knowledge of USSOCOM and DoW command organizational structures and functions; 6) Mastery of advanced analytical techniques in the determination, programming, and defense of long-range requirements; and 7) Broad knowledge of the relationship of procurement, distribution, budgeting, funding, programming, maintenance, storage, disposal, and other logistical operations is required.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
