Job Description
THOR Solutions is seeking a highly motivated Program Analyst in support of the United States Coast Guard Intelligence Lifecycle Manager at USCG C5I Service Center and USCG Headquarters in Washington, DC. The analyst will support Tactical Cryptology Afloat requirements as it continues through the lifecycle engineering processes. This position will be at the beginning of creation of the Intelligence Lifecycle Management directorate and help push correct forms and processes to lower commands and coordinate continued utilization of Tactical Cryptology Afloat systems.
Typical Responsibilities:
Location: Primarily onsite at USCG Headquarters and/or C5I Service Center in Washington, DC.
Anticipated Travel: 2 times a year to San Diego with potential to travel to other locations.
Typical Physical Activity: Desk/computer work in an office environment. May involve: repetitive motion. May require periodic visits to waterfront/shipboard environments. May involve: traversing shipboard environments (e.g., tight spaces, ladders, hatches) or vision.
Existing TOP SECRET/SCI Security Clearance Required: This position requires an existing active or interim TS/SCI security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.
Typical Pay Range: The anticipated pay range for this position in the identified location(s) is $70,000 - $85,000. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.
Required Knowledge, Skills, and Abilities:
Typical Responsibilities:
- Participate in meetings and take notes
- Provide status report to include potential risks to schedule, cost, or performance factors
- Provide expertise in drafting of acquisition and resource documentation
- Provide support in cost estimate for future growth
- Provide support with USCG efforts integrating with other services
- Coordination of Government Furnished Equipment and Government Furnished Information
- Support semi-annual Program Accountability and Risk Management (PARM) reviews, design reviews, and other miscellaneous reviews to support the program.
- Provide support for future planning on platforms in sustainment
- Coordinate necessary documentation, processes, and information to determine modernization pathways for platforms and tech refresh pathways for platforms.

Required Knowledge, Skills, and Abilities:
- Bachelors degree in a technical or engineering discipline.
- In lieu of an appropriate degree, a high school diploma/GED plus additional highly relevant training or experience in SSEE, CANES, ADNS, ATIP and NMT may be considered.
- At least three (3), and preferably five (5) years of relevant professional acquisition experience obtained in a USCG, Navy, DoD or IC environment.
- Proficiency with common productivity software.
- Strong communication skills.
