Position Summary:
Analytic Services, Inc. (ANSER) is seeking a Principal Legislative Analyst to support the Office of the Department of Defense (DoD) Chief Information Officer. In this key role, you will be responsible for delivering executive-level support, including research and analysis, development and management of correspondence and reports, and coordination across CIO equities and responsibilities.
This position does not permit remote or hybrid work options with all job duties performed full-time onsite at the Pentagon in Arlington, VA.

Position Summary:
Analytic Services, Inc. (ANSER) is seeking a Principal Legislative Analyst to support the Office of the Department of Defense (DoD) Chief Information Officer. In this key role, you will be responsible for delivering executive-level support, including research and analysis, development and management of correspondence and reports, and coordination across CIO equities and responsibilities.

Day to Day Responsibilities:
- Assign, track, review, and coordinate CIO congressional reporting requirements (CRRs) and track to completion.
- Support database management of the Department of Defense Congressional Hearings and Reporting Requirements Tracking System (CHARRTS) for all CIO CRRs.
- Serve as a resource for CIO staff, in CHARRTS management and protocols, when needed.
- Review, assign, track, and ensure proper formatting and completeness of congressional inquiries, reports, questions, etc. in accordance with assigned timelines.
- Provide executive-level legislative analysis support, including CRRs, inquiries, and legislative research and analysis on legislative impacts to CIO equities and programs.
- Support development of periodic legislative updates, summarizing congressional activities whenever Congress is in session.
- Maintain transcripts of congressional committee and commission hearings that include leadership testimony where DoD CIO has equity.
- Support the coordination and delivery of senior leader correspondence, talking points, statements, preparatory sessions, briefings, hearings, and after actions for lawmakers and staff.
- Understand and provide support to DoD CIO for the defense authorization and appropriations process.
- Support DoD CIO's participation in inter-Departmental legislative processes to include the coordination and review of draft legislative proposals, draft NDAA appeals, draft appropriations appeals, and draft statements of administrative policy.
- Regularly review public sources of information such as committee websites, Defense News™, Politico™, and The Hill™ and other similar public sources to monitor for trends in policy or opinion that could impact policy, legislation, or public opinion regarding the success/health of CIO's programs. Provide summary updates on trends or specific news headlines and articles for the Chief of Staff and executive leadership, when needed.
Required Qualifications:
- Possess an active TS/SCI security clearance.
- Master's degree in Legislative Affairs, Political Science, National Security Affairs, International Relations, International Economics, or other related field of study.
- 12+ years of legislative work experience.
- 3+ years of experience supporting legislative analysis and performing task tracking and record keeping responsibilities with multiple systems.
- 3+ years of user experience with the DoD CHARRTS system and OSD(LA) systems.
- Ability to conduct rigorous analysis, cross-referencing systems, with limited oversight and to present difficult concepts in simple terms.
- Experience communicating clearly with senior officials and senior staff verbally, without hesitation by telephone, and through email.
- Excellent research and analytical skills.
- Proficient with Microsoft Office Suite of Applications (Word, Excel, PowerPoint, Teams, and Planner) and common office software applications.
Preferred Qualifications:
- OSD legislative support experience; and staff-level experience on the Hill.
