Job Description
This position is to serve as a technical expert responsible for planning, managing, and coordinating logistics management in support of major command program(s).

Required Skills
Plans, develops, and manages complex support agreements for Delta 13, ensuring all active agreements are properly documented at the HQ Staff level.• Partners with comptrollers and manpower to formulate cost estimates and personnel requirements for reimbursable and non-reimbursable agreements.• Drives process innovation to optimize agreement management efficiencies.• Maintains liaison with supplying and receiving agencies to ensure agreements remain current and adequate.• Directs economic analyses and formal studies during annual, mid-point, and triennial reviews to determine agreement continuation, modification, or termination.


Formulates local program policies and procedures for establishing and implementing interservice and intragovernmental support.• Leads meetings, negotiations, and conferences to resolve issues and promote the support agreements program.• Maintains a comprehensive inventory of new, current, proposed, and terminated agreements.• Coordinates with commanders, installation coordinators, and agency chiefs to establish and achieve program goals within milestone dates.• Reviews, verifies, and validates that Delta/Institutions comply with published agreement policies, identifying and resolving any reported discrepancies.


Provides technical advice on facility life cycle management, logistics, and Space Force educational facility sustainment.• Evaluates the efficiency and effectiveness of facility acquisition, sustainment, and support operations.• Develops and reviews Facility Life Cycle Sustainment Plans (LCSPs) to optimize operational support and reduce long-term maintenance demands.• Integrates Integrated Logistics Support (ILS) elements during facility acquisitions to maximize operational readiness, reliability, and affordability.• Delivers quality assurance monitoring on existing facility contracts and provides technical and acquisition support to contracting offices.• Organizes and delivers clear, well-supported oral communications and briefings to leadership.

Desired Skills
1. Knowledge of a wide range of federal and agency logistics management concepts, principles, practices, planning, programming, procedures, systems, and regulations applicable to a full range of logistics operations, including facilities management. This includes expertise in maintenance procedures and policies, life cycle sustainment planning, and the ability to develop and recommend policies and procedures for logistics and facility operations.

2. Skill in applying analytical and evaluative methods and techniques to assess the efficiency and effectiveness of program operations, including logistics and facility management. Ability to analyze complex issues, assess impacts on operations, and formulate strategic solutions that improve logistical and facility readiness.

3. Ability to develop and maintain effective relationships with key stakeholders, facilitating collaboration across logistics and facility management sectors. Strong communication skills, both orally and in writing, to convey technical and operational information effectively to leadership, partners, and team members.

4. Ability to gather and analyze a wide variety of program information related to logistics and facilities, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management.

5. Ability to organize work, set priorities, and determine resource requirements for logistics and facility management programs. Capability to establish goals and strategies to achieve mission objectives, coordinate efforts across multiple organizations, monitor progress, and evaluate outcomes to ensure operational effectiveness.

6. Ability to plan and execute complex, multi-faceted projects within established financial and time constraints, incorporating logistics and facility requirements. This includes integrating facility management considerations into logistics operations to ensure infrastructure readiness and support mission success.

Additional Details
1. Employee must be able to obtain and maintain a Top Secret Clearance.

2. May occasionally be required to work other than normal duty hours.

3. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

4. This PRD has been classified based on projected duties or new mission requirements. The duties within this PRD may be reviewed for accuracy after 12 months of Full Operational Capability of organization identified within this PRD.

5. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
