Duties

As a SUPPORT SERVICES SUPERVISOR, GS-0342-10, you will plan, organize, assign, control and evaluate the work of personnel. Plan, program, coordinate, and direct the administrative functions of the installation and/or state. Manage and use funds allocated for operation of the branch. Serves as the organization's principal staff action officer responsible for Activity records management. Implement records management with directorates and units within the installation and/or state. Develop plans, policies, and objectives for automated records management program administration. Develop, conduct, schedule, and/or facilitate specialized training sessions and briefings for supervisory and staff personnel on records/information management. Plan, conduct or participate in studies of installation and/or state to validate essential business operations processes performed, with a specific focus on information technology (IT) solutions and applications relative to electronic records management. Freedom of Information Act / Privacy Act Program Management. Serve as the installation and/or state Privacy Act Officer and FOIA Officer. Serve as the Official Mail Manager/Postal Officer for the installation and/or state. Serve as the installation and/or state Printing and Publications Control Officer, responsible for providing the guidance and clarification necessary to carry out the provisions of the installation and/or state Publishing and Printing Program. Lead the installation and/or state Printing and Reproduction Program and/or Facility. Lead the installation and/or state Publishing Program. Oversee the installation and/or state-wide field printing program. Performs other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

GENERAL EXPERIENCE : Experience, education or training in administrative, professional, technical, or other work that provided knowledge of support services. Knowledge of administrative methods and procedures used in planning, organizing work, and skill in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Must have at least 30 months experience in dealing with management principles and supervisory responsibility for support service functions required by type of position to be filled and the organization involved. Experience planning and directing a variety of clerical operations. Experience using methods and procedural steps, and working under general instructions to meet the objectives of support services programs.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.

Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
