Job Description

Experience:
Cyber Exercise Intelligence SMEs shall have at least 7 years of experience in gathering and analyzing all-source intelligence community products, open-source reports, and diplomatic reports.

Expertise in adversary capabilities, strategy, policy, tactics, techniques, and procedures (TTPs) required. Intelligence experience and training in one or more of USSTRATCOM's assigned UCP missions is highly desirable as well as prior experience at the CCMD, Joint Staff, Service, and/or MAJCOM level.

For Cyber SMEs, additional knowledge of U.S. cyber capabilities, is required.

Tasks:

Apply experience and knowledge of intelligence procedures, consistent with USSTRATCOM Unified Command Plan (UCP) mission areas, to replicate the operational and intelligence environment.

Develop and inject timely, relevant, accurate, replicated intelligence products, themes, timelines, road to crisis, scenarios, event flow, story boards, control documents, and opposing forces/situational forces campaign plans.

Liaise with USSTRATCOM/J2 Intelligence Directorate, and other organizations across the greater Intelligence Community (IC), to further develop the exercise framework by identifying and assessing exercise objectives, and coordinate the use of appropriate replicated intelligence products, briefings, and reports.

Develop appropriate responses to RFIs from training/exercise participants and follow-through to completion.

Replicate the decisions and/or insights of non-participating Intelligence entities/national/senior-level leadership during exercise event execution.

Compile requirements for, and provide input to, the Consolidated Exercise Support (CESR) message.

Intelligence SMEs may be required to transfer files between classified and unclassified systems. To perform this function, the Intelligence SME shall obtain certification to conduct cross-domain file transfers by completing the Defense Intelligence Agency’s (DIA) Reliable Human Reviewer (RHR), Information Support Server Environment (ISSE) Guard, and Content Locator Examination Analysis and Reporting (CLEAR) system training. The Subject Matter Expert (SME) Contractor is responsible for building the file transfer package (Step 1), while a Government Civilian or Military member will review and submit the package (Step 2).

Intelligence SMEs shall maintain professional currency in the intelligence career field to the maximum extent possible. Intelligence SMEs shall read daily intelligence reports, collaborate regularly with other Intelligence Community SMEs, and participate in relevant conferences to remain informed on intelligence sources and methods, as well as adversary capabilities and Tactics, Techniques, and Procedures (TTPs).
