Job Description

We are seeking a highly skilled and mission-focused Senior Business Technical Analyst Lead to provide direct support in modernizing enterprise requirements development and resourcing processes across a DoD environment. The candidate will support enterprise-level financial management and requirements governance initiatives within a federal environment. This role bridges business operations, data analytics, and application development, with a focus on requirements intake, budget execution, and decision support tools.

The ideal candidate will lead a small team and serve as a trusted advisor, bridging functional and technical domains, and ensuring alignment of digital and process modernization initiatives with strategic priorities. This role demands strong knowledge of key DoD business end-to-end processes (i.e. PPBE, P2P, B2R, H2R, etc.), requirements validation, and enterprise data systems, as well as the ability to synthesize complex analyses into actionable recommendations for senior leaders.

The candidate should be capable in translating evolving business needs into scalable technical solutions, supporting systems such as requirements intake portals, dashboards, and budget execution tools.

Responsibilities

Requirements & Stakeholder Engagement
  • Lead Analytical Engagements: Oversee multiple modernization initiatives simultaneously, ensuring consistency of methodologies, quality of deliverables, and alignment with enterprise-level objectives. Lead requirements elicitation sessions with stakeholders to define business needs and priorities.
  • Strategic Advisory Role: Serve as a primary advisor to mid- and senior-level stakeholders, framing complex analytical insights into clear, actionable strategies that support enterprise decision-making. Translate complex financial and operational requirements into actionable user stories, workflows, and system requirements.

Business Process & Financial Analysis
  • Financial Analysis: Analyze and document end-to-end processes related to Requirements intake and validation, annual spend plan development and submission, mid-year reviews, UFRs, and deviation reporting. Evaluate financial data and execution trends to support prioritization and decision-making. Identify process inefficiencies and recommend improvements aligned with DoD financial policies and controls.
  • Digital Transformation & Technical Solution Development: Lead the exploration and adoption of advanced technologies, including AI/ML-driven analytics, robotic process automation (RPA), and cloud-based integration frameworks, to modernize DoD business processes, leveraging existing enterprise automation and intelligence platforms.
    • Serve as a functional and technical bridge between business stakeholders and development teams to support application development (e.g., Power Apps, dashboards, and data integrations).
    • Define system requirements, data models, and validation logic to support scalable, reliable solutions.
    • Design and develop Power Platform solutions, including Power Apps, Power BI dashboards, Power Automate workflows, and Microsoft Forms.
    • Build budget execution dashboards rooted in data analysis and financial insights.
    • Develop scalable, user-centric solutions with strong data integrity, governance controls, and validation mechanisms.
  • Data Analytics, Reporting & Executive Decision Support: Develop and maintain dashboards and reporting solutions to track funding status, budget execution, variances, and key performance metrics. Analyze and synthesize data to generate actionable insights for stakeholders. Prepare and deliver briefings to senior leadership (e.g., SES) to support data-driven decision-making.
  • Stakeholder Facilitation: Lead workshops, working groups, and cross-functional integration sessions with senior DoD stakeholders to achieve consensus on requirements, priorities, and process improvement strategies.
  • Governance & Oversight: Develop governance models and performance metrics to monitor the effectiveness of modernization efforts, ensuring compliance with DoD policies and regulatory standards. Develop documentation, knowledge tools, and standard operating procedures (SOPs) to support development.
  • Enterprise Knowledge Leadership: Curate and maintain knowledge repositories, playbooks, and standardized templates to institutionalize repeatable practices/procedures and enhance organizational maturity.
  • Mentorship & Team Development: Provide guidance and coaching to other analysts, ensuring adoption of best practices in requirements analysis, data modeling, and process improvement.

Qualifications

  • Active Secret security clearance.
  • Bachelor's degree in Business Administration, Finance, Information Systems, or related field.
  • DOD 8570 IAT II certification (e.g. Security+ CE, CySA+, GICSP, GSEC).
  • 7 years of progressive experience in business analysis, process optimization, or requirements development within the DoD or federal environment.
  • Experience leading and managing a small team.
  • Experience with DoD financial systems (e.g., GFEBS, cPROBE) and budget processes.
  • Demonstrated success in leading analytical projects or modernization initiatives with measurable outcomes.
  • Proficiency in business intelligence, enterprise data modeling, and decision-support systems.
  • Strong leadership and facilitation skills, with a proven record of managing multi-stakeholder engagements.
  • Ability to develop and enforce governance structures and process controls for enterprise-level initiatives.
  • Familiarity with advanced analytics, automation or digital transformation tools beyond standard BI platforms (e.g., RPA, AI/ML, cloud integration).
  • Experience with Microsoft Power Platform suite (including Power Automate, Power BI, Power Apps, and SharePoint).
  • Understanding of key DoD business end-to-end processes (i.e. PPBE, P2P, B2R, H2R, etc.).
  • Understanding of risk-based control overlay aligned to financial and IT risk management principles (i.e., OMB Circular A-123, Financial Improvement and Audit Readiness (FIAR), NIST Special Publication 800-53).
