Duties
MAJOR DUTIES:
(1) Plans and assigns work to be accomplished through subordinates engaged in a variety of occupations. Makes assignments based on priorities, degree of difficulty, and requirements of the assignment. Prepares requests for filling vacancies to meet workload requirements. Participates in the selection of subordinates from lists of eligible applicants. Reviews and/or recommends appointment, promotion or reassignment of employees. Establishes and/or approves performance standards. Monitors and evaluates employee performance. Recommends recognition for outstanding performance. Initiates or recommends corrective actions for sub-standard performance. Assists employees in reaching performance goals. Informs subordinates of agency policies and programs. Hears complaints and grievances from employees. Resolves problems informally and/or makes recommendations for resolution to appropriate officials. Identifies developmental and training needs of employees and provides or procures training. Approves and/or disapproves leave requests. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Labor Management Relations, and other similar special emphasis programs.
(2) Conducts reviews of command policies, activities and programs to ensure subordinate units are effectively and efficiently progressing toward the desired readiness status. Assists in creating and/or changing command policies and procedures. Develops instructions for implementation by staff sections, technicians and subordinate elements. Keeps abreast with new policy statements, regulations and directives issued by higher headquarters. Supervises and coordinates the activities of each full-time staff section of the headquarters and subordinate units. Reviews and finalizes studies relating to reorganization, relocation of units, personnel practices etc. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements.
(3) Develops, implements and evaluates the administrative, personnel and supply policy for the battalion. Is the primary advisor for the command in the areas of legal, medical, and personnel actions. Provides technical assistance and guidance to unit level administrative and logistical personnel. Provides oversight for and consolidates unit level feeder reports. Analyzes and/or prepares the personnel reporting areas of the battalion/squadron level organizational readiness report. Reviews legal documentation and provides recommendations for appropriate actions and/or forwarding to higher headquarters. Ensures the development and execution of the command level guidance for implementation of the Enlisted Promotion Management System (EPMS). Ensures the timely completion of military personnel evaluation reports. Provides assistance and guidance in the preparation of officer promotion packets for required board actions.
(4) Ensures compliance with the Command Supply Discipline Program and Command Maintenance Discipline Program. Assists in the preparation for and executes additional command level inspections in the area of logistics and maintenance. Executes and/or oversees the duties of the Property Book Officer (PBO). Analyzes and/or prepares the logistics and equipment readiness areas of the battalion/squadron level organizational readiness report. Advises the commander of equipment on hand and equipment readiness issues. Directs the maintenance priority of support for unit equipment. Reviews, analyzes, and provides recommendations relative to proposed MTOE and/or force structure changes to determine the impact on personnel and equipment authorizations.
(5) Provides guidance and funds management for all decentralized logistic funds. These may include secondary stock funds, office supply accounts, transportation funding, and various classes of supply. Serves as the approving official for IMPAC expenditures.
(6) Coordinates and assists in developing plans for recruiting and retention within the command. Analyzes the personnel portion of the organizational readiness report to determine critical needs and priorities for the strength management program. Provides guidance to staff officers, commanders and full-time employees in policy and procedure changes concerning areas of strength management. Manages and reports information in regard to personnel accessions, retention, participation, and attrition.

OPEN AREAS OF CONSIDERATION: AREA 1
Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Military Grades: OFFICER: 1LT/O2-MAJ/O4 WARRANT OFFICER: WO1-CW4
The purpose of this position is to serve as the Administrative Officer/OIC of a Battalion or Squadron size unit of the ARNG. This involves serving as the commander's representative to all activities within the organization with responsibility for the military readiness of the unit for all potential missions for combat, homeland defense, and state emergencies due to natural disasters or civil unrest. As the commander's representative, duties involve planning, programming, coordinating and overseeing all functions of the organization and its subordinate units involving administration, training, supply, maintenance, personnel, operations, public relations, facilities, safety, etc. The incumbent develops policies, prepares budgets, and prioritizes requirements to meet mission goals and objectives. The services provided by this position significantly effect the operations and objectives of subordinate staff elements and units which are dispersed throughout limited geographic areas which may encompasses one or more counties within a state. The ability of subordinate elements to respond to state active duty emergency deployments, federal homeland defense missions, and combat area deployments are directly and significantly impacted by the guidance and policies provided by the incumbent of this position.
Minimum Qualification Requirements: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE GS-11:
1-year specialized experience equivalent to at least the next lower grade level. Must have experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. Experience in analytical and investigative techniques.
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
