Job Description
The Project Lead (PM/PL) serves as the senior on-site leader responsible for the overall management, execution, quality assurance, and performance of Enterprise Systems Management support services provided to the Strategic Army Network Enterprise Center (SANEC). The PM acts as the primary interface between contractor personnel, Government leadership, the Contracting Officer (KO), and Contracting Officer's Representative (COR), ensuring all contractual requirements, operational objectives, and performance standards are successfully achieved.
The PM provides technical leadership, project oversight, quality management, workforce supervision, and strategic planning to support enterprise IT operations, systems management initiatives, process improvements, and mission-critical network services. The position requires strong leadership, technical expertise, and the ability to manage multiple concurrent projects within a dynamic Department of Defense environment.

Responsibilities
Program and Contract Management
- Provide overall leadership, management, and oversight of contract performance.
- Ensure all contract requirements, deliverables, and service level agreements are met.
- Develop, maintain, and execute project plans supporting enterprise systems initiatives and special projects.
- Monitor project schedules, milestones, risks, and resource allocation to ensure successful project execution.
- Review operational metrics, AESMP tickets, workflow processes, and performance indicators to ensure effective service delivery.
- Attend and lead weekly, monthly, and ad hoc program management meetings with Government stakeholders.
Government and Customer Engagement
- Serve as the primary contractor representative to the SANEC Director, KO, COR, and other Government stakeholders.
- Provide management status reports, project updates, risk assessments, and recommendations through the COR.
- Coordinate enterprise system implementation activities and support SANEC customer requirements.
- Review and communicate process enhancements, operational improvements, and implementation strategies to Government leadership.
Personnel Management
- Supervise contractor personnel supporting the program.
- Manage staffing actions, employee performance, workforce planning, onboarding, and retention activities.
- Coordinate personnel security requirements and facilitate security clearance processing as required.
- Ensure adequate staffing levels are maintained to meet mission and contract requirements.
- Provide mentorship, technical direction, and professional development guidance to assigned personnel.
Technical Leadership
- Provide on-site technical and analytical guidance to contractor and Government personnel.
- Lead technical reviews and recommend solutions to complex operational and engineering challenges.
- Oversee enterprise systems implementation, integration, maintenance, and operational support activities.
- Support network engineering, systems integration, installation, testing, and performance management initiatives.
- Review system configurations, technical documentation, and operational procedures for compliance and accuracy.
Qualifications
- Active DoD Secret clearance is required for consideration.
- Bachelor's degree in information technology, Computer Science, Engineering, Business Management, or related field.
- Minimum of 8-10 years of progressively responsible experience managing enterprise IT operations, systems engineering, network operations, or DoD IT support programs.
- Minimum of 5 years of experience leading technical teams supporting complex IT environments.
- Demonstrated experience managing Government contracts and interacting with senior Government stakeholders.
- Experience developing and implementing Quality Control Plans (QCPs) and Quality Assurance (QA) programs.
- Strong understanding of enterprise systems management, network operations, systems integration, and IT service management principles.
- Experience with ticket management systems such as AESMP, ServiceNow, Remedy, or similar platforms.
- Proven ability to manage multiple projects simultaneously while meeting performance, schedule, and quality objectives.
- Excellent written and verbal communication skills.
Preferred Qualifications
- Project Management Professional (PMP) certification.
- ITIL Foundation or higher certification.
- Experience supporting Army Network Enterprise Centers (NEC), Regional Network Enterprise Centers (RNEC), or SANEC organizations.
- Experience supporting Army enterprise IT modernization and systems management initiatives.
- Knowledge of Army ITSM, configuration management, and change management processes.
- Familiarity with enterprise network engineering, systems integration, virtualization, and cybersecurity operations.
