Job Description

Job Overview:
PatchPlus requires SMEs to support efforts to identify and resolve all-domain naval fires and targeting (ADNF-T) capability gaps across the Department of the Navy (DoN). Our contractor team provides subject matter expertise, detailed assessments, and synchronization of DOTMLPF-P efforts across the Naval Services.

The Organization & Personnel Lead serves as the primary SME on force structure and manpower, analyzing the “O” (Organization) and “P” (Personnel) elements of the DOTMLPF-P framework. This role ensures Naval Fires and Effects Centers (NFECs) are correctly structured and manned with the right number and type of qualified individuals.

Responsibilities / Duties:
• Serve as primary SME on NFEC force structure, manpower, and C2 organization.
• Analyze Activity Manning Documents (AMDs) and Tables of Organization (T/Os) to identify gaps and redundancies.
• Utilize USN and/or USMC manpower systems (TFMMS, FLTMPS) to assess current manning status.
• Develop recommendations on personnel planning and billet requirements aligned with DOTMLPF-P.
• Coordinate with OPNAV N1, HQMC M&RA, and Fleet/MARFOR G1/N1 as needed.
• Draft formal assessment products documenting organization and personnel findings for senior leader review.
• Support force design and organizational analysis processes across the Naval Services.

Required Qualifications:
• Active Top Secret clearance with SCI eligibility.
• Bachelor’s degree (or 20 years of directly relevant experience as substitute).
• Minimum of 15 years of military, civil service, or DoD contractor experience in manpower management, personnel planning, or force structure analysis.
• Hands-on experience with USN and/or USMC manpower and personnel systems (TFMMS, FLTMPS).
• Understanding of Activity Manning Documents (AMDs) and Tables of Organization (T/Os).
• Successful completion of a formal service course related to manpower analysis, requirements determination, or personnel planning (or military experience as substitute).

Preferred Qualifications:
• Previous tour working directly in a manpower or force structure directorate (e.g., OPNAV N1, HQMC M&RA, BUPERS, CD&I, or Fleet/MARFOR G1/N1).
• Experience participating in a force design or organizational analysis process.
• Operations research skills (e.g., degree or certificate from NPS).
