Training Specialist III
Location: San Diego, CA (or as applicable)
Salary Range: $130,000 – $160,000
Clearance Required: Active Secret Clearance (U.S. Citizenship required)
Position Overview
The Training Specialist III is a senior-level instructional systems and curriculum development expert supporting Navy programs and projects. This role leads the design, development, and maintenance of training products aligned with Navy standards, ensuring readiness, lifecycle sustainment, and operational effectiveness.
This position collaborates closely with program managers, training officers, and Fleet Learning Centers to deliver high-quality technical training solutions across multiple delivery methods, including Instructor-Led Training (ILT), Interactive Multimedia Instruction (IMI), and Integrated Learning Environment (ILE) frameworks.
Program Overview
This role supports a major Navy communications and positioning, navigation, and timing (PNT) program, focused on delivering resilient, secure, and modern C4I capabilities across maritime operations.
Key program activities include:
Lifecycle logistics, training, and configuration management
Shipboard and shore system installation coordination
Development of integrated logistics and training documentation
Compliance with Navy technical and operational standards
Support for system readiness, modernization, and fielding initiatives
Key Responsibilities
Lead development and updates of:
Navy Training System Plans (NTSPs)
Training Project Plans (TPPs)
Training System Installation Plans (TSIPs)
Conduct Job Duty Task Analysis (JDTA)
Develop course materials, lesson plans, and training media aligned with NAVEDTRA and SCORM standards
Coordinate Training Requirement Reviews (TRRs), pilot courses, and validation events
Collaborate with Fleet Learning Centers and government stakeholders to ensure training readiness
Develop training schedules, Plans of Action & Milestones (POA&Ms), and executive briefings
Integrate emerging technologies into training systems
Support Manpower, Personnel, and Training (MPT) assessments and reporting
Minimum Qualifications
Master’s degree in Education, Instructional Systems Design, Psychology, or a related discipline (preferred)
8+ years of Department of Defense experience in curriculum or training development (10+ years preferred)
Experience with Navy training tools and processes such as:
ILE (Integrated Learning Environment)
AIM II / CPM
SCORM
Strong technical writing and documentation skills
Proven ability to collaborate with cross-functional teams including engineers, trainers, and logistics personnel
Security Requirements
U.S. Citizenship required
Active Secret Security Clearance required
