Position: Human Resource Specialist (Human Resource Specialist - Journeyman)
Location: Fort Washington, MD (work will be performed at Fort Washington the majority of the time, telework/remote as needed)
Clearance: TS/SCI
Education: BA/BS (or AA/AS plus an additional 4 years of related work experience.)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
• Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
• Master position tasks within 60 days and exceed requirements within 90 days.
• Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
• Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
Responsibilities:
The Human Resources Specialist provides support, to include insight and recommendations, for the Human Capital processes to SAF/CDMX Senior Leadership. Provides review, quality control, and accurate processing of onboarding paperwork by working closely and coordinating with multiple stakeholders (CDM HC, CDM + CDMX Security, Supervisors, etc.) to ensure all necessary hiring and personnel actions are executed in a timely fashion and recorded properly. This will include proper handling of PII through encrypted emails and DoD SAFE. Manages, updates, and works seamlessly in several databases and systems (CDM Enterprise Resource Management System [CERMS], ServiceNow [SNOW], Shared Drives, O365 applications – SharePoint Online [SPO], Excel, Outlook [Shared Mailboxes]) while supporting section 1.3.10.4 of the PWS.
Specific responsibilities include but are not limited to:
• Assists in allocating, managing, and accounting for all Civilian and Military Personnel assigned to CDM.
• Assists in program, budget, and execution of the formulation for manpower management analysis.
• Acts as a liaison to service personnel and manpower offices.
• Organizes, maintains, and updates short- and long-term strategic plans for the organization.
• Assists in providing programming, budgeting, and execution formulation for manpower management analysis to include Organizational and Authorization Change Requests.
• Prepares internal CDM directives and instructions to establish policy and provide direction to implement higher Headquarters’ (HQ) requirements. Develop and produce Civilian manpower management analysis (RR #42). Serve as the administrative liaison with the services, OSD and Unified Commands and Operational Units in Continental United States (CONUS) and Outside the Continental United States (OCONUS).
• Formulates and advises in the completion of HR actions to meet operational requirements to include Recruit Fill, Reassignment, Transfer, Detail, Promotion, and Resignation actions.
• Maintains and update suspense files on HR actions.
• Manages the HR correspondence, directives, SOPs, and guidance.
• Assists CDM Managers in coordinating, reviewing, and finalizing position descriptions, core documents, job analysis worksheets, and building complete personnel packages.
• Ensures Memorandums of Agreements (MOAs) and Memorandum of Understandings (MOUs) are updated or revised at least annually, or as otherwise required by the MOA/MOU, and copies are maintained in a network accessible manner, when allowed by security requirements per DoDI 4000.19.Completes pending HR actions to meet operational requirements.
• Supports the Personnel Chief and Mission Directorates Support with HR processes, organizational correspondence, and general personnel position description development, as necessary.
• Prepares and manage the HR correspondence, directives, SOPs, personnel transfers, and manpower and billet establishment and monitoring.
• Completes manpower management analysis.
• Utilizes Defense Civilian Personnel Data System (DCPDS), MyPers, and MyBiz, as necessary.
Qualifications:
The candidate must have the following qualifications:
• Minimum of five (5) years of related work experience,
• Minimum of four (4) years of specific work-related experience in support of a DOD component.
• Professional level knowledge of customer care processes.
• Knowledge of or ability to acquire knowledge of DTS and various software systems.
• Ability to work independently and as a member of a team.
The following qualifications are desired:
• Experience supporting the SAF/CDMX mission and an understanding of SAF/CDMX institutional processes.
• Experience as an administrative officer/office manager and total business process within a military organization, preferably within a headquarters staff.
• Knowledge of Air Force protocol for development of invitations and formal correspondence.
• Knowledge or familiarity with Personnel Security requirements and protocols.
Travel: May be expected to travel between local sites on occasion, very infrequent.
