The Opportunity:
CACI is seeking a cleared Operations Analyst to support an Army Project Manager at Tobyhanna Army Depot (TYAD). The individual will perform the duties of a Liaison Officer (LNO), serving as the primary representative and point of contact for the Army Program Office at Tobyhanna Army Depot (TYAD). The LNO ensures seamless coordination between the PM SWAR and TYAD to support program sustainment, readiness, and lifecycle maintenance objectives. This role focuses on funds management, creation and oversight of work orders, deep knowledge of TYAD processes and capabilities, and general program management duties. The LNO monitors PM SWAR operations at the depot, coordinates requirements, advises on TYAD constraints and opportunities, and assists in resolving issues to enable efficient execution of PM SWAR activities.

This position requires on-site presence at TYAD PA with periodic travel and requires an active Secret.

  • Monitoring TYAD performance against program schedules and metrics.


Qualifications:
Required:
  • Active Secret Security Clearance
  • Bachelors degree and more than 10 years relevant experience
  • Demonstrated knowledge of Army funding and financial management processes (PPBE, GFEBS, AWCF, and reimbursable work orders).
  • Knowledge of Army Enterprise Resourcing Programs (LMP, ELMS, GCSS-A, etc.)
  • Experience creating and managing work orders or similar maintenance/repair transactions in a depot or industrial environment.
  • Prior experience working directly with Tobyhanna Army Depot (TYAD) or other Army depots.


Skills and Competencies:
  • Strong interpersonal and coordination skills to build effective working relationships across organizations.
  • Ability to operate independently with minimal supervision while representing the Program Office.
  • Analytical and problem-solving skills with attention to detail.
  • High level of professionalism and ability to handle sensitive or classified information.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
