Senior Personnel Security Policy Analyst | DoD Personnel Vetting & Policy Development | Active TS/SCI Required
Are you a seasoned security policy professional with deep expertise in DoD personnel vetting, adjudication, and policy development who thrives on shaping decisions at the highest levels of national defense? We are looking for a sharp, detail-oriented professional ready to develop and coordinate critical personnel security policy in direct support of senior DoD leadership at the Pentagon.
WHAT YOU'LL DO
As a Senior Personnel Security Policy Analyst, you will serve as a trusted staff action officer responsible for developing, revising, and coordinating policy pertaining to personnel vetting — including background investigations, adjudications, and continuous evaluation across the Department of Defense. You will draft up to 40 policy memorandums and Congressional/public query responses annually, complete with staffing packets and briefing materials, while leading and participating in high-visibility DoD working groups such as Trusted Workforce 2.0, the Defense Security Enterprise, and the Defense Intelligence Enterprise. You will advise senior DoD leadership directly on policy issues, roadblocks, and emerging risks, conduct research on laws and regulations to inform strategy and budget decisions, and ensure cross-functional integration of security policy across physical, personnel, industrial, and information security domains. This is a high-impact role for a polished writer and strategic thinker who can translate complex policy issues into clear, actionable guidance for the highest levels of DoD leadership.
WHAT WE'RE LOOKING FOR
Required Qualifications:
- Clearance: Active Top Secret/SCI clearance required *(Note: this position requires TS/SCI only — Full Scope Polygraph is not required)*
- Experience: 5-7 years of security policy or operational experience as a staff action officer on an OSD, JCS, or Military Department headquarters staff
- DoD & IC Policy Experience: 5+ years of experience working with DoD, Intelligence Community, and national-level personnel security policies and procedures
- Location: Must be able to work onsite in Arlington, VA (Pentagon)
Required Technical Skills:
- Personnel Security Functions: Strong knowledge of DoD personnel security functions, including personnel security manager responsibilities, investigations, and adjudication policies
- Policy Development Expertise: Demonstrated expert proficiency in policy development, including drafting, formatting, tracking, staffing, reviewing, and reconciling inputs to DoD Directives, Instructions, Manuals, and other publications
- Cross-Document Policy Review: Experience conducting critical review of other entities' policy documents to ensure personnel security equities are accurately reflected
- Policy Coordination & Guidance: Experience developing, updating, and coordinating personnel security policy, and providing policy interpretations and guidance to stakeholders
- Cross-Organizational Coordination: Proven ability to coordinate effectively with DoD Services, Agencies, and Field Activities to resolve complex personnel security policy issues
- Written & Oral Communication: Exceptional written and verbal communication skills, with the ability to produce grammatically and typographically error-free staffing packages, white papers, and briefing materials that comply with DoD correspondence standards
- Staff Action Officer Experience: Demonstrated ability to conduct staff actions, manage correspondence and task management systems, and convey complex or nuanced topics clearly to senior leadership
- Strategic Research & Analysis: Experience conducting research on laws, regulations, Executive Orders, and Federal/DoD policy to inform decisions on policy, strategy, budget, and communication
