Job Description

Duties

-Researches, analyzes, develops, implements, and evaluates safety educational and accident prevention programs. Utilizes an
extensive knowledge of safety to develop programs that affect attitudinal development and modifications of behavior for the
purpose of training ARNG personnel in safe job performance and conservation of resources.

--Serves as the chief safety education consultant to the ARNG and the safety personnel of the 50 states, District of Columbia,
Puerto Rico, Guam and the Virgin Islands. Keeps abreast of the latest developments in safety procedures, policies, regulations, and educational techniques.

-Collects safety data and information using methods such as surveys, questionnaires, and computer assisted data acquisition to
identify safety causal factors. Analyzes and validates causal factors and identifies corrective measures through computer assisted
research analysis and other methods to determine the applicability of educational countermeasures. Researches background material to support the development.

--Uses innovative educational ideas to develop solutions to safety problems in those situations/areas where traditional training techniques are not applicable or have not proven effective.

--Uses the latest management techniques to develop safety educational and prevention programs which can be effectively
exported to all ARNG organizations. New and unique training programs are designed with special emphasis on utilization of the
proper media or combination of media to effectively attain program objectives to a wide variety of audiences. Develops a
comprehensive implementation plan for these programs which includes orientation and instruction for ARNG safety personnel to ensure effective attainment of program objectives.

--Develops surveys and questionnaires and conducts staff visits to evaluate the effectiveness of safety educational
programs within the ARNG. Analyzes and evaluates data and recommends modifications to existing programs or development of new programs to meet ARNG safety program objectives.

--Establishes and maintains contact with other safety professionals within federal and civilian agencies to identify,
define, develop, and pursue common safety educational concepts and doctrine and to exchange the latest technical knowledge.
Coordinates the use and/or modification of proponent programs and fulfilling of ARNG interests in proposed or future developments.
Coordinates with other staff members and the ARNG safety branch to ensure program objectives are being met.

--Represents the ARNG at conferences, workshops, and meetings on safety educational matters. Makes staff visits to the states
to determine educational requirements, evaluate program effectiveness, and provide assistance to state safety personnel in
the development and implementation of local programs. Develops other ARNG peculiar educational programs as directed.

--Performs other duties as assigned.

  • Selectee will be required to wear the military uniform.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. SPECIALIZED EXPERIENCE: 1 year equivalent to at least next lower grade level. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Experience in managing the function of work to be performed. Experience that includes leading, directing and assigning work of personnel.

KNOWLEDGE REQUIRED BY POSITION:
This position requires knowledge of the principles, methods, practices and techniques of all areas of safety and occupational
health training programs. The incumbent is skilled in the design, development, evaluation and revision of training systems,
materials, methods, and plans

Incumbent applies a working knowledge of the behavioral sciences to training problems stemming from situations where
traditional training techniques are not applicable or have proven ineffective. Skilled in developing methods of using new training
media in the design of training programs.

Skill in applying knowledge where changing or new circumstances affect specific situations and require different approaches and adjustments in existing methods.

Knowledge and skill in developing a substantial amount of background and source information to produce original material
incorporating different developments or approaches and integrating different fields of knowledge into the work.
