Summary:

The Budget Analyst position responsible for supporting the planning, development, and execution of programmatic activities. This role involves assisting in program planning, budgeting, and contract management. Coordinates among the individual units and inserting it into the Bureau overall operational budget.

Position works with in the Bureau of Consular Affairs (CA) Office of Public and Congressional Affairs (CA/P).

Backs up the CA/P Special Assistant and ensures a seamless and timely flow of information, policy guidance and advice between the CA Front Office, other CA directorates, the Department, and members of the CA/P staff.

Responsibilities

Essential Job Functions:
  • Backs up the CA/P Management Analyst and Administrative Assistant during absence to ensure smooth daily operations and provide excellent customer service to internal and external audiences.
  • Assist in providing advice and guidance on program planning, budgeting, and programming activities under the guidance of senior staff.
  • Support the development and implementation of policies and procedures related to program management.
  • Help in planning and organizing contract actions, learning the intricacies of contract management.
  • Participate in training sessions and workshops to understand the contracting process better.
  • Assist in providing financial and budgetary support, including helping in the development of financial plans and budget estimates for programs.
  • Help in establishing and maintaining liaison with appropriate offices, overseas posts, and agencies, facilitating coordination and communication.
  • Contribute to the analysis of program-related trends and effectiveness in achieving planned goals and objectives.
  • Present findings and recommendations for improvements and corrective actions in program management.
  • Assist with annual budget forecasting across the Bureau.
  • Provide financial projections to management.
  • Coordinate with Bureau Budget Analysts to review budget expenditures. Draft, organize, and respond to all comptroller taskers; including budget formulation, strategic planning, risk management, and tracking status of funds.
  • Make funding requests based on analysis of program budget estimates, historical expenditures, projected workload, and approved funding.
  • Perform periodic reviews of unpaid obligations to ascertain the continued validity of such transactions.
  • Consolidate individual directorate budgets into one operational budget for the Bureau.
  • Employ cost-benefit analysis to review financial request and explore alternative funding methods.
  • Evaluate the performance of program and adjust funding if necessary.
  • Provide information and guidance to all office personnel on procedures, forms, and documentation required in support of budget estimates and requests for funds.
  • Review prior year financial reports and research all records (requisitions, obligating documents and invoices) to ensure that obligations have been properly liquidated and ensure that duplicate payments have not been made.
  • Draft, organize, and respond to all budget and fundings taskers; serves as the point of contact for GSD (General Service Division) matters. Train administrative assistant to complete GSD duties.
  • Monitor the budget for all outreach expenses across CA/P (i.e. travel, training, outreach supplies, equipment and printing)
  • Ensure the Outreach Unit and Congressional Outreach teams have adequate funding for engagement with stakeholders at in person events.
  • Serves as back-up to the Administrative Assistant in creating travel authorizations and vouchers using E2 Solution, orders supplies, submits work orders, reserves conference rooms, answers telephone calls, and greets guests at front desk.

Qualifications

Necessary Skills and Knowledge:
  • Working knowledge of basic Microsoft products (Word, Excel, PowerPoint), E2 Solutions, SharePoint, GSD Tracker, and GSA Advantage.
  • Willingness to learn detailed analyses of functions and work processes.
  • Ability to set timelines and adhere to deadlines while obtaining necessary input and approvals, and ability to supervise others in doing the same as needed.
  • Excellent communication and interpersonal skills required to work in a team setting and interact with other coworkers, supervisors, Department of State personnel, and other agencies.
  • Excellent problem-solving skills and a demonstrated ability to learn new topics quickly.

Minimum Qualifications:
  • Must be a U.S. citizen and possess or obtain/maintain a minimum a SECRET clearance.
  • Five or more years' experience working in federal government or other large organizations in budget/finance/accounting/acquisitions.
  • Associate's degree, bachelor's degree highly preferred.


Pay and Benefits

Salary Range: $145,000 - $155,000 annually
