LOGISTICS MANAGEMENT SPECIALIST

Duties

As a Logistics Management Specialist, GS-0346-11, you will provide support to Automated Logistics Information Systems and Programs to all state activities/organizations and perform a wide range of specialized methods/techniques for planning; analyzing and identifying problems in order to develop and implement resolutions to administrative and systemic programs throughout the organization.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

• Federal employment suitability as determined by a background investigation.

• The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
• Must be able to obtain and maintain the appropriate security clearance of the position within one year of appointment.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

• Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
• May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments.
• For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications

Military Grades: Enlisted and Warrant

GENERAL EXPERIENCE : Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Must have one year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions.

Education

Ph.D. or equivalent doctoral degree in related field.

3 full years of progressively higher level graduate education leading to such a degree in related field.

COMBINATION OF EDUCATION AND EXPERIENCE: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree in a related field.

Graduate Education: Education at the graduate level in an accredited college or university.

You must provide Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Additional Conditions of Employment:

-Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, Failure to receive the proper IA certification may result in removal from this position.

-This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
