Job Description

Duties

  • Incumbent plans and coordinates logistical support for command-related training exercises, operations, and exigencies.
  • Review and analyze proposed IAs (International Agreements) to ascertain potential issues to include technical, programmatic, and fiscal considerations.
  • Identify sourcing support for coalition requirements.
  • Monitor the development of annual maintenance lifecycle replacement plans.
  • Execute the USSOUTHCOM Domicile-to-Duty Program (DTD), which authorizes forwarded-deployed personnel to use government vehicles for travel between domicile and the workplace.
  • Coordinate all DTD related actions with appropriate personnel at the Defense Intelligence Agency (DIA), the Senior Defense Official (SDO) in country, and the ambassador/DCM at each requesting location.
  • Collaborate with USSOUTHCOM Intelligence Directorate and USSOUTHCOM Operations Directorate to determine threat level(s) in each of 26 AOR (Area of Responsibility) countries.
  • Develop ,staff, and publish USSOUTHCOM Directorate of Logistics regulations and policy guidance concerning use of government vehicles in the USSOUTHCOM AOR.
  • Serve as a liaison with the Department of Defense Institute of Pathology and the Armed Forces Medical Examiner (AFME) for the processing of Department of Defense Personnel remains as required.
  • Develop a comprehensive theater petroleum support plan ensuring fuel availability for the joint force across all phases of operations, exercises, contingencies, and crisis response throughout the AOR.
  • Validate fuel requirements submitted by 24 Security Assistance Organizations and (4) Standing Joint Task Forces.
  • Coordinate with Defense Logistics Agency - Energy (DLA-E) for additional contracts as required to support operational needs.
  • Collaborate with Service Control Points to ensure Southcom utilizes the SRM (Sustainment, Restoration, and Modernization) program; to provide funding for minor fuel system repairs.
  • Coordinate with Joint Munitions Command (JMC), the components, and partner nations to align munitions support with operational requirements.
  • Manage operational readiness for weapons and support systems.
  • Conduct logistical surveys and studies as they pertain to the development of joint operations capabilities and sustainment.
  • Assign work to employees, giving instructions on unusual assignments or changes in procedures and accuracy.
  • Train employees in their work or direct such training.
  • Establish performance standards and render performance appraisals
  • Interview and select applicants for vacant positions.

  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • All USSOUTHCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Occasional travel (less than 10% of the time) may be required.
  • The incumbent may be required to work non-standard duty hours (e.g., shifts, weekends, holidays, overtime-both scheduled and unscheduled.
  • This position is designated as Key. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Key duties until relieved by proper authority.
  • The incumbent, or the designated alternate, may be required to take part in readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • Therefore, the position is designated "key", which requires the incumbent, or designated alternate, to be screened from military recall status.
  • IAW DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20hours of Continuous Professional Development (CPD) per work role code (which can overlap).

Specialized Experience: One year of specialized experience which includes 1). Implement a theater petroleum support plan to ensure fuel availability for the joint forces across all phases of mission operations; 2). Analyze proposed international agreements to ascertain potential issues regarding technical, programmatic, and fiscal challenges; 3). Manage operational readiness for weapons and support systems to establish protocol supply levels; 4). Assign work to personnel based on priority level to ensure operational mission deadlines are met.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
