The role is responsible for maintaining alignment between strategic objectives, technology investments, and measurable portfolio outcomes while ensuring effective stewardship of Internal Research and Development (IRAD) investments.

What You Will Do

  • Enable the SBU TDs and TALs to translate customer, warfighter, market, and business needs into technology capability requirements, investment roadmaps, and executable development plans.
  • Facilitate the Long-Range Planning (LRP) process by integrating technical, business, and operational perspectives into a coherent technology investment strategy.
  • Establish requirements traceability from strategic objectives through technology investments, technical development activities, and transition outcomes.
  • Conduct portfolio-level risk, opportunity, affordability, and technology readiness assessments to support informed investment decisions.
  • Collaborate with Technology Area Leads, Portfolio Leads, and SBU Technology Directors to identify capability shortfalls and accelerate development of critical technologies.
  • Develop portfolio-level Measures of Effectiveness (MOEs), Measures of Performance (MOPs), and Key Performance Indicators (KPIs) to evaluate investment outcomes and technology transition success.
  • Develop and maintain portfolio management tools and data architectures using platforms such as ATOMIC and Power BI to provide integrated visibility into technology needs, capability gaps, investment priorities, technology transitions, make-versus-buy decisions, innovation activities, and external partnerships.

  • Experience with SAP business systems, including Business Warehouse (BW) toolsets, or similar enterprise resource planning (ERP) platforms.
  • Ability to think strategically and assist with short- and long-term planning of IRAD management and execution of events to foster a culture of innovation.
  • Passion for supporting development of technologies and capabilities to benefit the customer while growing the business.
