If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour and date. Your overseas time served will not reset upon accepting this assignment.
If you have returned from OCONUS within the past two (2) years or less, your time previously served in the OCONUS area will be credited to your five (5) year overseas rotation upon accepting this assignment.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: : 1) planning and organizing maintenance and repair activities for buildings, utility systems, and grounds; 2) inspecting facilities or infrastructure systems to ensure compliance with safety and operational standards; and 3) leading and supervising a team to accomplish facility operations and maintenance projects.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
You will be evaluated on the basis of your level of competency in the following areas:

- Determines requirements for maintenance, repair, alteration, and construction of buildings, structures, utility systems, roads, grounds, and pavements.
- Prepares long-range plans for major scheduled repairs and improvements to facilities and infrastructure.
- Directs civil engineering activities, construction, maintenance, land management, and equipment operation activities.
- Reviews construction contracts, plans, specifications, and drawings for technical adequacy and compliance.
- Coordinates civil engineering activities, facility construction, maintenance, and equipment operation with contractors and DPW organizations.
- Manages engineers and specialists, resolving technical matters and ensuring the DPW mission is carried out.
- Performs personnel management functions, including planning and distributing work, performance management, and resolving grievances.
