Job Description

Duties

A GS-0671-9, HEALTH SYSTEM SPECIALIST:
  • Provides guidance and assistance on a variety of health care policies/programs, e.g. Military Treatment Facility (MTF), admission policies and facility resources/programs, medical evaluation/physical profile board procedures, alcohol and drug rehabilitation policies/programs, line of duty investigation procedures, CHAMPUS, Delta Dental Plan, and Veterans Administration sponsored programs.
  • Advises in matters pertaining to the administrative management of medical programs. Maintains day-to-day contact with the State Surgeon's Office and functions as the full-time liaison with the NGB Office of the Army Surgeon. Responsible for the interpretation of various regulations and directives and the establishment of a state health system program for AGR personnel.
  • Provides policy guidance to unit commanders concerning medical screening/evaluation/initiation of care for AGR personnel. Coordinates medical actions/waivers with the MPMO/State Surgeon/NGB.
  • Provides technical advice and analysis of information/records for AGR personnel being processed for medical evaluation boards.
  • Refers AGR personnel with specific medical problems to agencies with the appropriate specialist for treatment, e.g. substance abuse problems and individual/family counseling. May administer the Army Drug Abuse Prevention Control Program (ADAPCP).
  • Analyzes information to determine the most efficient/economical means of medical treatment available and the probable course of action, using knowledge of medical terminology and practices.
  • Reviews/analyzes physical examinations to determine if AGR personnel have taken the appropriate physical IAW Department of the Army, to include technical review of diagnostic figures, interpretation f medical terminology, and if any waivers are required.
  • Establishes and maintains a program for HIV testing and drug screening for all AGR personnel.
  • Provides commanders and supervisors technical assistance and referral information.
  • Establishes and maintains an over 40 cardiovascular screening program. Schedules appointments and processes AGR personnel for initial screening (Phase I) through bypass surgery, if necessary. Maintains all necessary documentation.
  • Establishes and maintains a program for the civilian medical/dental treatment of AGR personnel, to include nature of treatment, estimated and actual cost of treatment, and submission of billing documents/information for payment.
  • Monitors and prepares medical budget information for submission to state PBAC. May serve as Program Manager for medical care and/or medical travel account.
  • Serves as the primary point of contact between AGR personnel and the MTF, MEDDAC, NGB, and civilian sources of care. May also assist AGR family members in requesting medical treatment or establishing entitlement/eligibility. May serve as a Health Benefits Advisor (HBA) upon completion of appropriate training.
  • Other duties as assigned.

Military Grades: E4 - E6

Desired Military Assignments: 68W

- Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action.

- Participation in direct deposit is mandatory.

- All soldiers, civilian employees, and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor.

- Males born after 31 December 1959 must be registered for Selective Service.

- Must maintain membership in the WA Army National Guard for continued employment.

- Must be able to obtain and maintain the appropriate security clearance of the position.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

GENERAL EXPERIENCE :
Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.

SPECIALIZED EXPERIENCE :
Must have at least 24 months experiences of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration:

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
