The Human Resources (HR) Manager will be part of a team responsible for the leadership of the CMS CCO Programs and workforce at the Chester, VA facility and is responsible for all aspects of the human resources leadership for the on-site CTI team. This role ensures SCA compliance, overseeing hiring and onboarding processes, managing employee relations for optimal team performance, and leading the members of the HR team, which may include HR Generalist and HR Recruiter. The HR Manager serves as CTI's liaison on Service Contract Act obligations, background investigation administration, employee benefits administration, compliance with all federal employment laws and contract requirements.

Education and Experience:

This role ensures SCA compliance, overseeing hiring and onboarding processes, managing employee relations for optimal team performance, and leading the members of the HR team, which may include HR Generalist and HR Recruiter. The HR Manager serves as CTI's liaison on Service Contract Act obligations, background investigation administration, employee benefits administration, compliance with all federal employment laws and contract requirements.
Essential Duties and Responsibilities:

- Lead all Human Resources functions and activites, including but not limited to hiring, onboarding, benefits administration, and employee relations.
- Ensure all CSR and non-exempt positions are properly mapped to applicable SCA wage determinations.
- Benchmark compensation annually against current wage determinations and Chester/Richmond market data.
- Administer CTI's H & W benefit election process and ensure monthly payment of any H&W shortfall to employees.
- Oversee E-Verify and I-9 compliance for all new hires within three business days of hire date.
- Direct administration of all background investigations.
- Coordinate with Maximus to confirm prior employee rehire eligibility before offers are extended.
- Ensure all employees complete CMS Non-Discolsure Agreements prior to commencing work, or any additional onboarding requirements assigned.
- Maintain all employee records, training certifications, NDA acknowledgments, and compliance documentation in CTI's HRIS.
- Manage the employee performance management and disciplinary process in compliance with FAR, ADA, FCRA, and Title VII standards.
- Oversee CTI's retention strategy implementation including benefits, career pathways, flexible scheduling and incentive plan administration.
- Lead HR team at facility, including HR Generalist and HR Recruiter. Provide direction and performance management.
- Coordinate with Finance Manager on SCA-related payroll matters and H&W benefit cost calculations.
- Complete and submit employee data and reporting, as assigned.

Education and Experience:
- Bachelor's degree in Human Resources or Business Administration preferred, or equivalent work experience in related field. PHR or SPHR preferred.
- 5 year's experience in HR management, preferably in a federal government contracting environment.
- Deep working knowledge of the Service Contract Act (SCA)/Service Contract Labor Standards and H&W compliance strongly preferred.
- Preference for experience leading HR in large-scale federal contact centers.
- Experience supporting CMS, HHS, or Maximus-prime subcontracts a plus.
- Experience administering background investigations in compliances with FCRA, ADA and Titel VII.
- Proficiency with HRIS platforms. Experience maintaining compliance tracking and audit-ready employee records.
- Strong knowledge of federal employment law, EEO requirements, and government contractor HR obligations.
- Ability to communicate effectively in English, both verbally and in writing.
- Uses good judgment, ability to make independent decisions and proactively solve problems as required.
- Must be organized and have strong time management skills.
- Must have PC skills (Microsoft Office).
- Basic math skills required.
- Ability to interact with all levels of management and staff.
- Strong analytical and organizational skills.
- May be required to work holidays.
- Ability to pass a federal and local criminal background investigation.
