We are seeking a Senior Program Manager within Raytheon Vision System (RVS) Tactical Products, part of our Advanced Products & Solutions (APS) business.

This role is onsite and located in Goleta, California.

What You Will Do:
  • Lead all aspects of program cost, schedule, and technical execution to ensure predictable performance and fulfillment of contractual commitments
  • Use Earned Value Management to monitor performance and recommend corrective actions as needed
  • Deliver projects on time by effectively guiding cross-matrixed teams through clear communication, empowerment, and expectation setting
  • Serve as an authorized decision-maker to achieve program objectives with support from the program manager and product area director
  • Day-to-day execution while aligning with strategic goals
  • Establish and maintain key program metrics, define milestones and critical paths, and monitor adherence to budgets and schedules
  • Support development and tracking of the Annual Operating Plan (AOP) and long-term financial outlook, ensuring commitment to financial goals
  • Lead cross-functional collaboration across RTX organizations and subcontractors, ensuring consistent use of resources, tools, and processes
  • Contribute to new business capture and proposal efforts
  • Travel domestically for customer, company, and program activities (up to 10%)


Qualifications You Must Have:
  • Typically requires a Bachelor's degree or equivalent experience and minimum 10 years of prior relevant experience or an Advanced degree in a related field and minimum 7 years experience
  • Experience with AOP capture and sales execution goals and/or SRO maintenance
  • Experience managing Integrated Product Team (IPT) or related team management
  • Experience with EVMS (Earned Value Management Systems), Earned Value (EV) techniques and/or Cost Account Manager (CAM) experience
  • Government contracting and/or acquisition experience


Qualifications We Prefer:
  • Raytheon Program Management Level 5 Certification or ability to obtain in 9 months
  • Skilled in executing TINA-compliant proposals, ensuring regulatory adherence and delivering competitive, compliant submissions
  • Strong ability to manage Risks & Opportunities, identify and implement solutions to minimize schedule disruptions caused by supply chain challenges, engineering changes, and other unforeseen impacts
  • Demonstrated understanding of the Estimate at Complete (EAC) process
  • Strong communication skills and experience presenting to customers and leadership
  • Demonstrated knowledge of supply chain and material management; ensuring seamless coordination to meet production schedules and optimize efficiency
  • Experience with factory assembly operations, production workflows, quality standards, and driving efficiency improvements to meet delivery timelines and customer expectations
  • Experience in developing and reviewing program artifacts such as resource plans, basis of estimates (BOEs), master schedules, work breakdown structures, and contract deliverables (CDRLs)
  • Understanding of the application and execution of RTX Lifecycle Program Management (RLPM) framework or similar business processes and experience with Program Gate Reviews conducted throughout the lifecycle from Proposal through Close-Out

The salary range for this role is 145,600 USD - 276,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
