Job Description

Position summary:

The Senior Recruiter will be part of a team responsible for building and maintaining CTI's active talent pipeline for the CMS CCO Programs and workforce at the Chester, VA facility ensuring that fully vetted, SCA-compliant candidates are available to meet Maximus headcount directives within days of activation requests. This role manages evergreen postings, cultivates community and veteran hiring partnerships, administers pre-hire assessments, and coordinates background investigation initiation. This role is critical during Open Enrollment Period ramp-up and must be capable of rapidly scaling hiring output to meet surge demands.

Essential Duties and Responsibilities:

Job duties include the following: (Other duties may be assigned.)

  • Lead team of recruiters toward achievement of a recruiting goal.
  • Maintain evergreen job postings on all major job boards for all CCO roles.
  • Cultivate and manage relationships with community colleges, workforce development boards, and veteran service organizations in the Chester/Richmond, VA area.
  • Build and maintain active candidate pools across three pipeline tiers: Pre-Hire (Warm) Bench, Training Bench and Alumni/Rehire Bench.
  • Coordinate the staffing agency partnership relationship for surge capacity activation when organic pipeline flow is insufficient.
  • Administer CTI's pre-hire assessment for all CSR candidates measuring aptitude for customer service success.
  • Initiate and track background investigations for all candidates. Ensure all checks are completed prior to Day 1.
  • Confirm E-Verify eligibility for all new hires within three business days of hire date.
  • Submit and manage OEP Ramp-Up Recruitment Tables to Maximus timely during Ramp-Up periods.
  • Submit Daily Training Reports (DTRs) timely during OEP ramp up in coordination with the HR manager.
  • Maintain a continuously updated candidate database and provide pipeline health metrics to the HR Manager and Site Manager.
  • Execute rapid-backfill hiring processes when attrition is identified. Target time-to-fill metrics communicated by the Program Manager.
  • Coordinate with HR Manager on Maximus eligibility reviews before extending rehire offers.
  • Track and report diversity and veteran hiring metrics in alignment with CTI's Hire Vets and EEO Commitments.
  • Attend and actively participate in all required meetings and updates.
  • May be required to plan and participate in off-site events such as job fairs, community outreach, etc.
  • Attendance and punctuality are essential functions of this position.
  • May have the ability to telework based on the needs of the organization.

Education and Experience:
  • Bachelor's degree in Human Resources or Business Administration preferred, or equivalent work experience in related field. PHR or SPHR a plus.
  • 2 year's experience in high-volume recruiting, preferably in a federal government staffing or contact center environment.
  • Experience managing multi-channel sourcing strategies and maintaining active candidate pipelines.
  • Familiarity with SCA wage determinations and their role in candidate compensation communication.
  • Experience with applicant tracking systems (ATS) and candidate database management
  • Thrives under deadline pressure during surge recruiting periods.
  • Experience with E-Verify and federal employment eligibility verification processes.
  • Knowledge of federal employment law, EEO requirements, and government contractor HR obligations.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Uses good judgment, ability to make independent decisions and proactively solve problems as required.
  • Must be organized and have strong time management skills.
  • Must have PC skills (Microsoft Office).
  • Basic math skills required.
  • Ability to interact with all levels of management and staff.
  • Strong organizational skills and attention to detail. Ability to manage multiple priorities in a fast-paced environment.
  • May be required to work holidays.
  • Ability to pass a federal and local criminal background investigation.
