In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1. drafting informational materials such as news releases and feature articles tailored to diverse audiences; 2. executing targeted communication strategies to promote organizational programs; 3. advising management on media relations practices and public speaking techniques; 4. maintaining official social media platforms in accordance with policy guidelines; and 5. coordinating protocol requirements for public ceremonies and distinguished visitor events. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Communications and Journalism. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

- Integrate Public Affairs strategies into Brigade operational plans, standard operating procedures (SOPs), and OPORDs.
- Establish and manage physical port press centers during active military deployments, operations, and exercises.
- Manage live media engagements by intervening to guide narratives and conducting post-interview strategic analysis.
- Enforce Department of Defense communication and social media policy compliance across all subordinate battalions.
- Formulate public involvement plans to engage the commercial transportation industry on issues of national defense significance.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The business travel requirement is 25%.
- A one year probationary period may be required.
- A Secret security clearance is required.
- This position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed 13 months, by a current permanent Army employee.
