Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). GS-11: Specialized Experience: One year of specialized experience which includes 1) Analyzing data in the financial management system to ensure correct posting of accounting transactions; 2) Preparing budget estimates for manpower, supplies, and equipment; and performing recurring budgetary duties working with Appropriated Funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Studies.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
GS-12: Specialized Experience - One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes 1) Analyze and summarize historical data to identify trends and to assess funding requirements. 2) Experience in formulating annual program budget estimates. 3) Budget execution experience including monitoring and tracking program allocations, obligations, and expenditure of funds. 4) Identify problem areas, researches, determines, and implements corrective courses of action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

- Prepare budget schedules and other statistical and/or narrative documentation.
- Prepare excel spreadsheets to analyze the execution of funds.
- Prepare administrative reports pertaining to budget preparation.
- Communicate with commanders, headquarter staff members, and other analysts to resolve issues.
- Coordinate the exchange of budgetary information with other government and civilian agencies.
- Analyze guidance from higher headquarters to determine impact on funding.
- Ensure budgeting and/or executions of funds are in accordance with laws, regulations, and policies.
- Review budget execution to identify funding shortfalls within assigned programs.
- Review resource allocations and/or identify reprogramming actions to support changes.
- Gather and/or analyze data to construct budgetary justification materials.
- Create obligations in accounting system to correspond with commitments.
- Review budget guidance and/or instructions to facilitate budget development.
- Analyze historical data to identify trends and/or assess funding requirements.
- Analyze the propriety, adequacy, and/or consistency with prior performances against current utilization of funding.
- Provide management with financial information such as financial reports showing the status of obligation and/or expenditures of funds.
- Provide advice to management on all aspects of funding execution.
