Specialized Experience: One year of specialized experience which includes: 1) Monitors, coordinates, and directs the effective and efficient administration of the full spectrum of human resources areas to ensure compliance with established policies, directives, and operating procedures; 2) Serves as the subject matter expert on matters pertaining to individual Soldier and unit readiness; 3) Oversees military personnel management, processing of records and actions, and data entry in Human Resources system; AND 4) Develops and manages the Military Awards Program for the Brigade, and directs maintenance of all leaves and passes, to include sign-out and in procedures as necessary. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management, Public Administration, Business Administration, and Management. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). - Coordinates and supervises the conduct of appropriate orientation briefing during in and out-processing.
- Reviews in and outgoing correspondence for adequacy of subject matter, distribution and proper format.
- Reviews all changes to regulations that affects the S-1 Section and recommends necessary changes to local policies and/or procedures to ensure compliance.
- Oversees military and civilian personnel management and legal operations, processing of records and actions, and data entry in Human Resources system.
- Manages the initiation and processing of personnel actions, including suspension of favorable and unfavorable personnel actions, discharge activities, retirements, applications for military identification cards, etc.
- Ensures the operation and operability of a variety of automated systems supporting the assigned military personnel functions, including IPPSA, ATRRS, EDAS, TOPMIS, ACIPS, DEERS/ RAPIDS, and PERNET used to meet mission objectives.
- Compiles and analyzes data to identify trends, deficiencies, and accomplishments.
- Evaluates work performance, provides NCOERs, gives instructions to military personnel regarding their level of performance and needed improvement; performs required counseling.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
- This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
- The incumbent must be capable of operating a motor vehicle and maintaining a valid state driver's license. The incumbent may be required to obtain a government driver's license.
- Temporary Duty Travel may be required up to 5% of the duty time.
- In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level below:
